Seaside Park Borough Council Faces Decision on School Building Transfer
- Meeting Overview:
In a recent Seaside Park Borough Council meeting, members deliberated on issues, including the potential transfer of the Seaside Park Elementary School building from the Board of Education to the borough, the pursuit of grants for local improvements, and challenges related to filling municipal roles.
The most notable topic was the possible transition of ownership of the Seaside Park Elementary School building. Discussions revealed that the Board of Education had approached the borough with a proposal to convey the building for a nominal fee, emphasizing its deteriorating condition and the need for repairs. Superintendent Lisa Gleon noted that the school has functioned as a non-operating district since its closure in 2009 due to low enrollment. Nonetheless, the building serves various community functions, including hosting meetings and recreational activities. An architectural report from June 2023 highlighted that maintenance costs were unsustainable for the non-operating district. Consequently, the Board proposed the transfer of ownership to the borough, with conditions for maintaining certain community uses and a financial contribution of up to $350,000 for outdoor space development.
A council member expressed personal interest due to previous involvement with the school board and acknowledged the urgency of the proposal, which had been under consideration for less than a month. The proposal is currently slated for review by the land use committee and legal counsel. The council discussed potential uses for the building if acquired, including medical offices, which would need to align with the proposal’s conditions. Concerns were raised about maintaining the building’s current uses, such as a library and community space, under new ownership.
The meeting also addressed the challenges of securing a new Chief Financial Officer (CFO) following the announcement that the shared services agreement with Seaside Heights would not extend beyond June 30. The council recognized the complexities of hiring a certified CFO and considered training an internal candidate, a process that could take up to two years. Despite the difficulties, the search for a suitable candidate remains a priority.
Grant-related discussions were prominent, with the council considering a resolution to submit a 2025 Local Recreational Improvement Grant application to transform the old Park Central site into a passive recreation area. The plan includes installing benches, a gazebo, and native landscaping, with the potential to secure up to $100,000 in funding. This initiative follows a previous $75,000 grant, with a phased development approach. Additionally, Millennium Strategies LLC was proposed for grant consulting services, particularly to assist with acquiring a new hook and ladder truck for the fire department. The firm’s proven track record in securing grants was highlighted, with consulting fees capped at $5,000 unless additional grant writing services are required.
A resolution to engage RVE for floodplain management services and Community Rating System (CRS) recertification was also discussed. The borough relies on these services to maintain flood insurance discounts for residents, given the challenges in hiring a certified floodplain manager.
Public comments included concerns about the school building’s future, with one resident suggesting that if the borough acquires it, selling it to a developer could meet affordable housing requirements. Another resident emphasized the need for careful financial consideration before investing in the building’s repairs, given its long-standing issues.
