Longmeadow Select Board Tackles Tree Removal, Veterans’ Tax Abatement, and Retirement System Challenges
- Meeting Overview:
In a recent meeting of the Longmeadow Select Board, primary discussions revolved around the contentious removal of a potentially hazardous tree on Woolworth Street, a proposed increase in veterans’ tax abatements, and the complexities of the town’s involvement with the Hampton County Regional Retirement Board. The board also addressed several community initiatives, including street closures for events and sustainability efforts.
A significant portion of the meeting focused on the debate surrounding the removal of a tree identified as a safety hazard, primarily due to its location near a highly trafficked sidewalk used by schoolchildren. The tree, a white pine, was categorized as one of the top five trees in Massachusetts prone to limb loss. A resident, Mr. Dunn, who lives near the tree, voiced strong concerns about the potential danger it poses, highlighting the frequent passage of approximately 150 children daily under its branches.
Board members deliberated the financial implications of tree removal, considering who should bear the cost. A proposal was made for the homeowner to pay 50% of the removal cost, capped at $1,500. However, uncertainty about the exact costs led to a consensus to gather more information before making a final decision.
The board also addressed the issue of increasing veterans’ tax abatements based on service-connected disability ratings. Currently, veterans with disabilities ranging from 10% to 90% receive a $400 tax reduction, with those rated at 100% receiving $1,000. The proposal to double the abatement for the former group from $400 to $800 was met with strong support. Members agreed to place the proposed changes on the upcoming town meeting warrant, emphasizing the need for a clear presentation of the “100% increase” in the warrant article.
Attention then turned to the Hampton County Regional Retirement Board, where the town’s involvement has been a longstanding concern due to the rising costs associated with its retirement system. Discussions revealed that exiting the regional system would require a special legislative act, a challenging prospect with no precedents in Massachusetts. The board considered the potential benefits of seeking reform within the current system or exploring legislative options to facilitate an exit. A member expressed disappointment in the current system’s performance, noting the financial strain it places on the town’s budget due to annual increases.
Other topics included preparations for upcoming community events and initiatives. The board approved street closures for a lacrosse jamboree and a sustainability fair, emphasizing the importance of community engagement. Additionally, a proposal for District Local Technical Assistance (DLTA) to support the town’s climate action plan was endorsed, with the board authorizing a support letter to be signed by the select board chair.
Discussions also touched on administrative updates, including the resignation of key town governance figures and the challenges of filling those positions. The board noted the departure of the Westcom executive director and the assistant town manager, both of whom had made contributions to Longmeadow.
Finally, the board addressed the implications of a 1988 special act on the scheduling of the annual town election and town meeting. A proposal was made to move the election date to June 3rd, 2025, to better align with state practices and avoid scheduling conflicts. The necessity of possibly rescinding the 1988 act was discussed, with the board acknowledging the need for further consultation and clarity regarding the process.
