Edina Planning Commission Discusses Zoning Change for Vernon Avenue Development
- Meeting Overview:
In a meeting on January 29, 2025, the Edina Planning Commission examined a proposal to change zoning for a development project on Vernon Avenue. The proposal, which involves demolishing an existing house and constructing four townhouses, sparked debate over zoning classifications, community impact, and planning goals. The project requires rezoning from R1 to PRD2 and amendments to the comprehensive plan, raising questions about spot zoning and future land use in the area.
The proposal for the Vernon Avenue development, led by Abundance Properties and project manager Jordan Crockett, aims to replace a single-family home with four townhouses. This plan aligns with the city’s comprehensive and climate action plans, advocating for increased density on the one-acre site. The proposed townhouses are approximately 3,000 square feet each, with four bedrooms and bathrooms, designed to provide more housing options for those working in Edina. However, concerns about spot zoning were prominent, as the development could disrupt the character of the neighborhood, traditionally zoned for single-family homes.
Commission members debated the implications of rezoning, with some expressing concern that such changes could lead to inconsistencies with neighboring properties. PRD2 zoning permits clustered residential units under specific standards, like setbacks and lot area requirements, but this differs from conventional residential zoning, leading to confusion and calls for further examination.
The commission also considered whether the adjacent properties might eventually be rezoned to align with the proposed development, potentially allowing future growth. While some members argued that existing single-family homes would still fit the comprehensive plan’s goals, others stressed the importance of a well-defined zoning framework to guide community development more effectively.
As the commission deliberated, questions arose regarding parking arrangements and architectural design. Each proposed unit includes a two-car garage, with additional surface parking. Feedback from the commission suggested revisiting design elements, such as incorporating front porches or varied rooflines to enhance the neighborhood’s character. The developers showed openness to these suggestions, acknowledging the commission’s insights as valuable for refining their plans.
Community engagement emerged as a point of discussion, with references to prior projects where developers gathered feedback to address concerns. Abundance Properties shared their experiences from a Maplewood development, emphasizing the importance of involving neighbors in the planning process to build support for new projects.
Financial considerations were also addressed, particularly regarding the pricing of the proposed units. Initial estimates ranged from $700,000 to $800,000, but later projections increased to $800,000 to $900,000, raising questions about affordability. The developers clarified that while the units would not meet traditional affordable housing criteria, they aimed to provide attainable housing options for the community.
The commission’s conversation touched on broader strategic planning for the Vernon corridor, contemplating the area’s future development and the integration of denser housing models. A University of Minnesota study was cited. However, members noted the challenges of updating the comprehensive plan to reflect these goals, with discussions indicating that the current zoning ordinance update should be completed in two years, followed by a plan update expected to commence in 2027.
In addition to the Vernon Avenue proposal, the meeting included a report from the Human Services Task Force, which recommended increasing city funding for community-serving organizations. The task force is nearing the end of its two-year project, highlighting its dedication to supporting local services.
