St. Paul HRA Approves Budget Amendments and Legal Agreements Amid Leadership Transition
- Meeting Overview:
The St. Paul Housing & Redevelopment Authority (HRA) meeting focused on budget amendments, legal service agreements, and ongoing property renovations, all against the backdrop of a leadership transition. The primary discussions included amending the 2025 budget for the World Trade Center Parking Enterprise Fund and approving master legal services agreements with law firms for public finance and legal services.
A critical agenda item involved amending the 2025 budget for the World Trade Center Parking Enterprise Fund. This amendment accounted for a $51,818 transfer from the HRA’s budget to the public works operations fund for a project management technician position. The adjustment was necessary due to an oversight in the initial budget process. The Director recommended approval of this amendment, emphasizing its necessity for accurate financial representation.
Another item was the approval of master legal services agreements with the law firms Ballard Spahr LLP and Fredrikson & Byron, P.A. These agreements are important for providing bond counsel and public finance legal services to the HRA. The resolution included provisions for a one-year renewal period.
The meeting also addressed the ongoing renovations on Raymond Avenue. The building, comprising 19 residential units, is undergoing upgrades following its purchase in October 2024. The new owners requested the HRA subordinate additional debt to the first mortgage lender to facilitate these renovations, which include kitchen and bathroom upgrades as well as common area improvements. The building’s high vacancy rate allowed for accelerated renovations, enabling work to proceed with minimal disruption to tenants. The HRA was briefed on the situation and expressed general support for the subordination request, emphasizing that it would not affect existing affordability requirements.
Amid these discussions, the meeting also marked a notable leadership transition. In a historic move, it was highlighted that a Black woman would lead the HRA for the first time, with both the chair and vice-chair positions being filled by women of color. This change occurs during Black History Month. The outgoing members were commended for their contributions, particularly in housing policy and advocacy for renters.
