Zumbrota City Council Addresses Pedestrian Safety Concerns Near Local Dance Studio
- Meeting Overview:
In a recent meeting, the Zumbrota City Council delved into issues surrounding pedestrian safety at a key intersection near a local dance studio, discussed a resolution to formalize donations for a new pool, and provided updates on various city projects.
The most notable discussion centered around pedestrian safety at the intersection of West Avenue and Fifth Street, particularly in relation to student safety during school hours. A resident, Greg Mor, presented compelling statistics and observations about the dangers posed to students due to distracted driving and walking. Mor highlighted that “39% of high school students are reporting texting and emailing while driving,” and “one in four high school students were observed to be distracted walkers.” He stressed that the design of the intersection, which widens the street, reduces visibility, creating hazardous conditions for both drivers and pedestrians. With approximately 100 students crossing this intersection weekly for dance classes, Mor emphasized the need for safety measures.
Mor criticized the absence of a designated school speed limit area on Fifth Street, noting how this increases risks for students. He pointed out that changes in school dismissal procedures have led to more students crossing West Avenue, often avoiding longer routes to designated crosswalks, thereby increasing their exposure to traffic dangers. Mor revealed that his petition for a safety study had gained over “170 people” in support, urging the council to take tangible measures to enhance safety at the intersection.
Council members mentioned discussions with an engineer about possible improvements and emphasized the need for further studies and criteria assessments. While there was skepticism about the feasibility of a four-way stop sign due to its proximity to Main Street, alternatives such as painted crosswalks and signage were considered. The cost of rapid flashing beacons was estimated between $50,000 to $60,000. The council collectively agreed to direct city staff to conduct a comprehensive study and return with recommendations.
Following the public comments, the council addressed Resolution 2025 06, which recognized donations for the Zumbrota pool fundraising campaign. The resolution, necessary for formally accepting donations made in 2024, was crafted with the help of city staff and the city attorney. These donations, held in a separate account, would be allocated towards the pool’s construction. Notably, contributions through brick purchases or pledges were not included in this resolution but would be addressed separately. The council approved the resolution with a unanimous roll call vote, establishing a framework for future donation acceptance.
The council also received updates on various city projects and initiatives. The Sanitary District announced plans to meet with bonding committee members at the state capital to discuss funding needs. Fundraising efforts for the new pool had amassed over $56,000, including donations and pledges. Additionally, the police department’s remodeling project was nearing completion, with flooring and painting about 50% done and expected to conclude shortly.
In administrative matters, the council discussed the ongoing hiring process for a deputy city administrator. From twelve applications, four candidates, all experienced in municipal administration, were interviewed. The council expressed optimism about the candidate pool and planned a second round of interviews to finalize their decision.
An update on grant funding for the ambulance service was also provided. Although funds had not yet been allocated, they were expected to support equipment purchases, highlighting the ambulance service’s financial prudence. The meeting concluded with a brief acknowledgment of its efficiency, as noted by a council member.
