Delanco Considers Trap-Neuter-Return Program to Manage Feral Cat Population

The council members expressed interest in moving forward with the ordinance, planning to review a sample ordinance and adapt it to local codes. Public comments included a local resident, Wendy, sharing her successful TNR efforts, further supporting the initiative.
Following the TNR discussion, Delanco EMS provided a special presentation on their activities and statistics for 2024. The EMS chief reported responding to 3,681 calls, with 584 originating from Delanco, and an average response time of 8 minutes. The chief highlighted a 12% increase in call volume due to assistance provided to the neighboring Wedgewater area. The EMS also announced the acquisition of funding for two new CPR devices and shared their billing practices, which do not pursue collections for uninsured residents.
Another presentation came from the Friends of Burlington County Animal Shelter, discussing their efforts to manage community cat populations through the TNR program. The organization performs over 2,000 low-cost spay and neuter surgeries annually and manages the medical needs of injured cats. They emphasized the rapid reproduction rates of cats and the need for an ordinance to support the TNR initiative, noting community support and potential benefits for achieving no-kill status in Burlington County.
The meeting also covered updates on affordable housing in Delanco. The town is in its fourth round of compliance under New Jersey law and has met the January 31 deadline with a timely resolution. This compliance allows Delanco to maintain control over its development future without needing to build additional units, instead extending existing unit restrictions.
In public works updates, the report detailed activities such as the collection of 15 cubic yards of brush, trash collection, and storm drain cleaning. The town also cleared sidewalks for snow removal and collected wood chips, relying on county services. The council approved a consent agenda that included resolutions on mosquito control activities and professional services for environmental remediation.
The council also discussed the purchase of 401 Creek Road, a $3.5 million agreement involving a due diligence period to ensure the property is free from environmental issues. Concerns about county assistance and geese problems were raised during public comments, with clarifications provided.
