Southwick Select Board Faces Delays on Conservation Commission Election Legislation
- Meeting Overview:
At the recent Southwick Select Board meeting, members discussed the stalled legislative process to transform three positions on the Conservation Commission from appointed to elected roles, following a vote by residents nearly two years ago. Delays in legislative approval have prompted the board to seek guidance from state representatives to determine the next steps.
The board spent considerable time deliberating on how to advance the legislation that would allow residents to elect members of the Conservation Commission, an initiative that had garnered public support in May and December 2023 votes. The legislative proposal had cleared two readings in the House but failed to progress in the Senate, creating uncertainty about whether it needs to return to town meeting for another vote. Board members expressed a commitment to respect the will of the voters, emphasizing the importance of pushing the legislation forward and maintaining communication with state representatives, including Senator Mark and Representative Biga.
In other business, the board appointed Nicholas Bernier to the Local Emergency Preparedness Committee, following his recent role as Director of Finance and Operations for the Southwick and Granville Regional School District. A motion was made and approved to reappoint Don Morris to the Board of Registrars, reflecting continuity in civic duties.
Additionally, the board acknowledged a $300 donation to the Southwick Animal Control gift fund. The funds were contributed by several local residents, emphasizing community support for animal welfare initiatives.
Lastly, the board discussed the completion of the Lake Conservation Partnership agreement, which aims to facilitate cooperation between Southwick and neighboring Suffield, particularly concerning issues surrounding Congamond Lakes. The agreement allows representatives from each town’s Conservation Commission to speak at each other’s meetings about lake-related matters, although the specifics of representation remain informal. The board agreed that further clarification might be needed regarding the appointment process for these representatives.
