St. Peter Secures Vital Wastewater Grants Amid Ongoing Infrastructure Upgrades
- Meeting Overview:
The St. Peter City Council meeting on February 10, 2025, focused on significant infrastructure projects and community support initiatives, including securing grants for wastewater system improvements, approving a major donation for the library, and addressing public event logistics. Decisions were made to ensure the city’s long-term operational efficiency and community engagement.
The council’s discussion on securing grants for wastewater system resilience projects was a key highlight. City staff detailed the successful acquisition of substantial funding for two critical projects. The first project involved the Cota lift station, a component operational for nearly two decades but lacking modern monitoring capabilities. The city applied for $175,000 and received 90% of the requested funds, amounting to $157,579. The second project focused on upgrading the sanitary sewer system along Trunk Highway 169, which, after four decades, required significant repairs. The city was successful in obtaining $192,280 of the $213,000 applied for. Both grants necessitated a 10% financial match from the city. These grants represent a strategic push to enhance the city’s infrastructure reliability and readiness for future demands.
Another issue addressed was the selection of a construction manager at risk for the wastewater treatment plant improvements. Since the completion of the facility plan in January 2024, city staff had been preparing for necessary upgrades, specifically in biosolids management. After interviewing two firms, the staff recommended Rice Lake Construction, a company with a proven track record in previous city water projects. The proposal involved developing a plan to improve liquid storage and transfer biosolids. The council quickly moved to approve the resolution.
In addition to infrastructure advancements, the council also deliberated on a proposed upgrade for the community center’s HVAC control system. With the current system nearing obsolescence and expected to be unsupported after 2025, the council considered an upgrade budgeted at $660,000. A debate unfolded over whether to accept a quote from the current vendor or seek additional bids. Some council members voiced concerns about relying solely on the current vendor, fearing future costs if the new system also became unsupported. Despite these concerns, the council approved the resolution to upgrade the system with the existing vendor, prioritizing the urgency of the replacement before the end of the support window.
Community support was underscored by a significant donation from the Carl and Vernish Schmidt Foundation, amounting to $69,500 for the library. This donation, earmarked for both digital and hard copy materials, continues the foundation’s tradition of generous support, having previously contributed over $3 million for the library’s rebuild in the early 2000s. The council formally accepted the donation, emphasizing the importance of such contributions and ensuring that the library’s operational costs would remain unaffected should future funding fluctuate.
The council also addressed logistical concerns regarding the 2025 St. Peter All School reunion. A resolution was adopted requesting city assistance for the event, scheduled to take place in the First National Bank parking lot and adjacent areas. The proposal included a partial closure of Grace Street, but city staff recommended against it due to traffic flow concerns. The council agreed to modify the resolution to eliminate the street closure, prioritizing traffic management and pedestrian safety, especially for alumni unfamiliar with recent area developments.
In the realm of public utilities, the city proudly announced receiving a platinum rating from the American Public Power Association’s RP3 program, recognizing high reliability standards in electric utility services. This achievement places St. Peter among a select group of Minnesota cities holding this status.
The meeting concluded with the council moving into a closed session to discuss ongoing union negotiations concerning electric line workers, maintenance staff, and communication technicians. This session was part of the council’s broader efforts to address labor relations and ensure fair and effective negotiations.
