Brainerd Planning Commission Reviews St. Francis Church Expansion and Street Vacation Proposal
- Meeting Overview:
The recent Brainerd Planning Commission meeting focused on various development projects, with the proposed expansion of St. Francis Church and the potential vacation of North 9th Street emerging as the primary topics of discussion. St. Francis Church seeks to consolidate 14 parcels into three lots to create a cohesive campus, including a new rectory and rezoning to a Public Semi-Public District (PSP) to facilitate future expansions without needing conditional use permits.
The commission heard from Mr. Cranick, who outlined the proposal to vacate North 9th Street between Ivy and Juniper Streets, demolishing three single-family homes to construct a new rectory. The proposal aims to enhance the church and school campus, making it easier for children to move safely between the two. Cranick noted that the Traditional Neighborhood One (TN1) district currently requires conditional use permits for such developments, which would be circumvented by rezoning to PSP. Preliminary drawings were shared, indicating that the rectory would consist of large suites without kitchens, thus not qualifying as dwelling units. Stakeholders from public utilities, engineering, and stormwater management expressed no concerns, although the fire department highlighted the need for street access until the homes are demolished, to be addressed in a development agreement. The inclusion of sidewalks for pedestrian traffic was also proposed as part of this agreement.
During the public hearing, Chad Connor, representing the project team, emphasized the importance of maintaining pedestrian connectivity and safety, referencing a positive outcome from a similar street vacation at Harrison School. The pastor of St. Francis Church explained the need for new rectory facilities due to the growing number of priests and the limitations of existing homes. The expansion could potentially include a high school, bringing community benefits.
Public comments revealed mixed opinions on the street vacation. Dual suggested repurposing existing homes slated for demolition and allowing interested parties to explore relocation options before demolition. Carla Coan, representing a local school, defended the vacation as necessary for optimizing space. Chris Den, a parishioner, supported the proposal, noting the poor condition of current houses and potential traffic improvements. Angie Gage, a nearby resident, cited safety concerns and supported rerouting traffic to alleviate issues. Kevin Joerger highlighted the need for careful planning to preserve neighborhood integrity.
The commission considered whether to recommend the street vacation as part of the preliminary plat approval or separately, ultimately opting for the former. The motion to approve the plat, including street vacation conditions, passed, advancing the process to the city council for a final decision.
Another topic was the rezoning and zoning text amendment for Paradigm Auto. Al Schmidt requested rezoning to a Makers and Employment district, addressing current violations due to parked U-Haul trucks. The Community Development Director explained that current zoning classified U-Haul rentals as outdoor storage, suitable for equipment but not vehicles. The proposal received support, noting compliance with Shoreland District impervious surface requirements and no adverse neighborhood effects. Al Schmidt expressed concerns about potential paving delays due to road construction. The commission approved the rezoning and amendment, allowing flexibility in the paving deadline and updating lighting standards to avoid discrepancies.
The meeting also addressed a conditional use permit and variance request for Sweet Properties LLC on South 5th Street. The proposal involved vehicle access and parking organization to minimize traffic congestion in a mixed-use area. A variance was requested for landscaping standards due to existing building constraints. The commission approved both the permit and variance.
Lastly, the commission reviewed a preliminary and final plat for Three Pat LLC to create a common interest community on Delwood Drive. The proposal included constructing a mini self-storage facility, with conditions for septic system maintenance and prohibiting parking on Delwood Drive. Public comments supported the proposal, emphasizing the need for maintenance schedules for septic and well systems. The commission expressed enthusiasm for the project’s potential to support local businesses and economic development.
