Clay County Board Tackles Housing Crisis and Approves Cultural Mall Project

The proposed cultural mall will function as a hub for local artisans, cultural performances, and educational programs reflecting the traditions of a community where over 56 languages are spoken.
The project has already secured $3 million in funding for purchasing the building, with additional funding sought through a state legislative bill (SF 907) and a grant application to the Department of Health and Human Services. The cultural mall is expected to stimulate economic development by serving as an incubator for small businesses and providing opportunities for local entrepreneurs. The Board expressed enthusiasm for the project, recognizing its potential to enhance downtown Morehead and foster community engagement.
The meeting also addressed the approval of new hires in the public health and withdrawal management detox facilities, as part of preparations for increasing their capacity. The recruitment of two full-time Registered Nurses (RNs) and one Licensed Practical Nurse (LPN) was approved, with a contingency to fill RN roles with LPNs if necessary due to recruitment challenges.
Additionally, the Board discussed the financial implications of state budget shifts impacting county services, raising concerns about a potential $3.2 million cost transfer to counties. The Board emphasized the need for continued advocacy for proper state funding and accountability, as the reliance on property taxes to cover these costs could lead to unsustainable financial burdens on residents.
