Pine Island City Council Approves Annexation Agreement and Road Closures for Cheese Festival

It was emphasized that this agreement does not immediately annex the land into the city but instead facilitates a streamlined process for future annexation should property owners petition for it. The agreement also includes a provision for reimbursing the township at a rate of $495 per acre for lost property taxes, with a 4% annual increase to adjust for inflation. The city council unanimously approved the resolution after discussing its importance for future developments and maintaining a cooperative relationship with the township.
In conjunction with the annexation agreement, the council approved a joint powers agreement with Pine Township. This agreement is intended to facilitate a development company’s plans for potential projects in the northeast area of town. It will enable a collaborative environmental assessment process overseen by the township, given the current status of the land. The city administrator highlighted the collaborative nature of this agreement.
The council also addressed a pressing public safety issue related to the upcoming Cheese Festival. A proposal was made to close sections of Second Street and Third Avenue near Land Lakes, as traffic was not adhering to the designated detour routes. This measure aims to ensure that traffic is rerouted appropriately, safeguarding festival-goers. Local business owners were consulted and reportedly supported the road closure. The motion to approve this plan was seconded and passed, with an emphasis on coordinating with public works and local partners to manage logistics.
In a discussion on development and city planning, the council highlighted the necessity of having an engineer on staff to handle the technical aspects of upcoming projects and reviews, such as the After-Action Review (AAR) that a developer will submit. With a special council meeting scheduled for March 4 to delve further into the AAR details, it was acknowledged that having an experienced engineer would be advantageous for the city. The council expressed reliance on the expertise of Craig, an engineer, to guide them through the technical nuances of these reports.
Among other resolutions, the council passed Resolution 25-12, which involved the prepayment contract for acquiring 22 acres on the north side of town. This decision allows the city to pay off the contractor in full, amounting to $240,600, using funds from the sale of excess right-of-way land to Prairie Island. The council recognized the contributions of city staff and the Walters family in facilitating this transaction.
The council also reviewed a request from the Chamber of Commerce to rent the CR building during the offseason, with associated rental fees waived. Historically, renting the building outside its designated seasonal start was uncommon. However, the council approved the request, acknowledging the chamber’s need for the facility during offseason events, which could be impacted by weather conditions.
In addition, a request from Pop Up for the Arts was presented for a waiver on the rental fee for the Chief Building during the summer concert series. The concert dates would take place at GAC and off Main Street at a local park. The council expressed appreciation for Pop Up for the Arts’ efforts and approved the waiver.
Department reports followed, where the city administrator provided updates on preparations for 2025, including bonding requests at the state capital for the Sanitary District and the upcoming city audit. The administrator mentioned uncertainty at the state capital due to power-sharing agreements, but meetings with legislators are being arranged.
The library director reported on the success of recent programs, such as a book club and a presentation on Pine Island’s history. Future events, including a discussion on the U.S. Dakota War, are anticipated, and an annual report is in progress. Additionally, a grant for a pollinator garden was secured, involving collaborations with Olmsted County Master Gardeners and local high school students to engage the community in the garden installation.
