The city’s planner presented an overview of the proposed text amendments. These changes are part of the ongoing implementation of the Onward Moorhead comprehensive plan update from 2022. The amendments focus on modernizing and clarifying code language across several zoning districts. Notable changes include updates to the use table, provisional and conditional use regulations, and site development standards. The amendments also involve removing parking lot landscaping and screening requirements from individual districts and placing them under a unified section within the development standards chapter.

A key aspect of the amendments is the cleanup of accessory code language, which involved moving all accessory regulations into a new table created last year. This effort aims to address feedback received from residents, particularly those in the Oakport area, who expressed concerns about building massing and the ability to construct large accessory buildings. The commission reverted some changes to accommodate these concerns, allowing for larger structures in rural residential areas, maintaining the area’s character.

The commission also considered related zoning map amendments, with a focus on pending projects. While the comprehensive citywide zoning map amendments were delayed due to their complexity, the commission prioritized amendments necessary for ongoing projects to ensure timely progress.

The meeting also included the election of commission officers for the upcoming term. Brent Beam was elected as chair, and Robert Seagull as vice chair, while an alternate for the FM Metro COG Policy Board was also designated.
