Access logistics are carefully planned, utilizing a nearby parking area and a coastal beach for equipment transport, with protective measures in place to minimize environmental impact. A silt fence will be installed seaward of the access point, and protective mats will be used to safeguard the beach and vegetation. Equipment will be removed daily and stored appropriately. The project also includes the removal of invasive plant species, managed through selective herbicide treatment and mechanical or hand methods. Additionally, the removal of a fallen oak tree and the planting of four Arrowwood Viburnum are planned to offset vegetation loss.
Concerns were raised by Grace PTI Williamson, acting Refuge manager for Monomoy National Wildlife Refuge, regarding the project’s potential impact on sand transfer and shoreline access adjacent to the refuge. The project representatives responded with assurances that a silt fence would be installed and additional sand placed along the beach during excavation, although long-term effects remain uncertain.

The commission emphasized the necessity of a coverage table and specific details on fiber rolls and slopes. Concerns about invasive species on the property were noted, and the applicant was advised to plant at least two trees to replace those removed due to erosion. The commission agreed to continue the discussion to a future date.
Another notable discussion involved a notice of intent for a property on Strong Island Road, focusing on landscaping improvements and patio modifications. The property owner, William C. Benjamin, proposed upgrading the existing landscape and extending the front walkway with a brick path. Concerns were raised about the removal of beach plums, with the majority expected to remain. The commission stressed the need for sufficient mitigation for removed vegetation and suggested that the applicant return with updated plans.
The commission reviewed a proposal for a property on Independence Lane, where owners sought approval for barn construction and driveway expansion within a wetland buffer zone. The plan includes geoblock installation and grass strip creation to reduce impact. Concerns about the proposed mitigation area’s location and effectiveness were expressed, prompting a request for revised plans.
