Otsego City Council Tackles Street Projects and School Vandalism Concerns

Conversely, the milling and overlay project in Halls Addition involves retaining existing materials to enhance road strength. This project is anticipated to take two to three weeks, with a similar start date. Preparations for a micro surfacing and fog sealing project were also discussed, with construction scheduled to begin on August 20 and continue through August 24. The project will cover several streets, including Catler Avenue and Nashua Avenue, as well as parts of the downtown area. The council clarified that Halls Addition would not require the same depth reduction as Basser Grove due to its more favorable conditions.
The public works department also revisited a previous resident’s concerns about drainage issues affecting their backyard. The drainage, which runs through a 15-inch culvert beneath O’Brien Street and diagonally across the property, has been in place since 1972. The resident proposed redirecting the drainage into the storm sewer system of Heritage Hills, which would require installing 720 feet of storm sewer infrastructure. This proposal raised questions about potential disruptions to neighboring properties. The council received visual evidence showing that the culvert remained dry even after significant rainfall. It was noted that altering the drainage pattern would require appropriate permits and would be the resident’s financial responsibility. The existing pattern must remain unchanged to prevent harm to adjacent properties.
Law enforcement updates highlighted issues at SEO Elementary School, where vandalism incidents have been reported. Increased patrols around the school aim to deter further incidents, focusing on the hours between eight and ten in the evening. Reports of vandalism include graffiti and broken windows, prompting a concentrated police presence to address the problem. This initiative follows complaints from the community and aims to prevent further damage and maintain safety in the area.
During the open forum, a County Commissioner informed the council about the resignation of the County Administrator and the appointment of Greg Kryer as interim County Administrator. The transition is considered crucial during the current budget season, with efforts underway to lower the county levy from eight to a target range of four to six. The Commissioner assured the council that Otsego’s interests are being advocated for, given its significant population and housing size. The upcoming festival in Otsego was also discussed, with plans to involve Health and Human Services in setting up a lactation station due to the large turnout of young families last year.
Council members provided various updates and reports. A notification from the League of Minnesota Cities announced recognition for Representative Paul Nney’s efforts on behalf of the cities. Additionally, reminders were issued about the upcoming primary elections, candidate filing deadlines, and a groundbreaking event for the I94 Gap project scheduled for that Friday. The next Planning Commission meeting, set for August 19, will address applications for a six-lot subdivision, an XL Energy substation, and a proposed expansion by Michaels Construction.
