Delanco Council Approves Key Ordinances and Discusses Historic Waterfront Park Design
- Meeting Overview:
The Delanco Town Council meeting saw the approval of several important ordinances, discussions on the design of the Historic Waterfront Park, and a focus on ongoing community projects and concerns. The council addressed financial matters, safety issues, and community engagement efforts.
A major highlight of the meeting was the presentation of the conceptual plan for the Historic Waterfront Park by Scott Taylor from Taylor Design Group. The proposed enhancements aim to preserve the character of the site while integrating modern amenities, including the construction of seawalls, concrete sidewalks, interpretive signage, and various recreational facilities. A key feature is the 16 by 6-foot pavilion designed for small events, which includes a movable table and benches with lighting to minimize light pollution. The design emphasizes resilience against harsh weather conditions, addressing concerns about durability and safety, particularly regarding the fencing atop the seawall.
The council engaged in a discussion about the design and materials for the park’s fencing, focusing on safety and aesthetic considerations. Suggestions included a split rail design over traditional vertical slats to enhance visual appeal while ensuring robustness against potential climbing and vandalism. The need for high-quality materials to withstand climate change and potential ice flows was underscored. The council aims to finalize plans for bidding the project by December, with construction expected to commence in March and complete by May.
In financial matters, the council approved Ordinance 2024-15, appropriating $225,000 from the capital improvement fund and $239,360 from a state road aid grant for various capital improvements. This was followed by the unanimous approval of Ordinance 2024-16, which proposed a bond ordinance totaling $588,500 for technological improvements in the municipal building, storm drainage installations, and recreation facility upgrades.
The meeting also highlighted the retirement of the town’s Chief Financial Officer, Bob Hudnell, after 26 years of service. The council expressed gratitude for Hudnell’s contributions and announced an appointment of a temporary CFO to ensure continuity in financial operations. The council received a single bid for Bond Anticipation Notes amounting to $2,469,000, resulting in a net interest rate of 4.58%, leading to an unexpected increase in interest expenses for the coming budget year.
Public safety and community engagement were also central themes. Lieutenant Warren reported on a successful “Coffee with a Cop” event, fostering positive interactions between law enforcement and residents. Efforts to manage public access to Hulk Island were discussed, with concerns over littering and illegal parking raised by residents. The council committed to addressing these issues, emphasizing the importance of maintaining cleanliness and safety in public areas.
The council discussed ongoing efforts to improve community facilities and infrastructure. The installation of acoustical panels in the meeting room was approved to enhance sound quality, and the need for timely completion of road programs funded through Community Development Block Grants was acknowledged. Additionally, the council considered the management of tree maintenance under a Shade Tree Grant, exploring solutions for the watering of newly planted trees and ensuring the township’s financial interests are protected.
In a notable proclamation, the council recognized July 1, 2024, as the 100th anniversary of Babe Ruth Day in Delanco, celebrating the historical significance of Ruth’s baseball game in the town. This was part of broader discussions on preserving local history and engaging the community in recognizing significant historical events and sites.
The meeting concluded with discussions on proposed amendments to the sign ordinance. The council plans to finalize these amendments.
