Wyoming City Council Extends Hemp Business Ban as Affordable Housing Projects Seek TIF Support

The project plans to secure funding through a combination of first mortgage bonds, tax credit proceeds, and a $140,000 grant from the Shakopee County Housing and Redevelopment Authority Economic Development Authority. The development is designed to include income restrictions. A council member voiced skepticism regarding the use of TIF for this project, arguing that the 26-year TIF term could delay much-needed tax revenue for the city. Despite this concern, the project was presented as a strategic move to diversify housing options and accommodate the aging population.
Similarly, a second affordable housing proposal by Reuter Walton Development LLC was discussed. This 72-unit workforce housing project is expected to cost approximately $25.38 million, with construction expenses around $16.6 million. The project aims to address the high demand for affordable housing, particularly for entry-level workers, given the steep housing prices in the area. By supporting this development, the city hopes to attract and retain a stable workforce, which is important for local manufacturers and businesses. The project received broad support from the council.
In addition to housing projects, the council deliberated over a license agreement with Chisago County for the installation of radio antennas on the new North Wyoming water tower. This equipment is intended to enhance public safety communications, filling the gap left by the demolition of the previous water tower. The agreement stipulates that no lease fee will be charged, emphasizing the cooperative nature of the endeavor aimed at improving emergency response capabilities.
The council also reviewed plans for Railroad Park Phase Two, which seeks to build upon the success of the recently completed Veterans Memorial. The second phase includes additional amenities such as lighting and benches along a history walk, with plans and specifications prepared by the engineering firm WSB. The council expressed enthusiasm for the project, recognizing its potential to enrich community spaces and honor local heritage.
Lastly, the meeting addressed concerns related to the 2024 Street Project. Ericson, providing the engineering update, proposed allowing contractors more flexibility in the project timeline to attract competitive bids. This approach could involve permitting work to commence this year while extending completion deadlines to the following year. The council agreed to this strategy, acknowledging its potential to lower costs and ensure project success.
