Hoyt Lakes City Council Seeks Collection Agency for Market’s Overdue Debt Amid Water Carnival Preparations
- Meeting Overview:
At the recent Hoyt Lakes City Council meeting, discussions centered on the city’s decision to engage a credit bureau to manage a significant overdue debt from Mutters Market, alongside preparations for the upcoming Water Carnival. The council also addressed a range of community-focused initiatives, including a proposal to accept gambling funds for a bicycle event, and a request from the Garden Club regarding a summer barbecue.
The council’s decision to potentially engage the Range Credit Bureau stems from an outstanding debt of $13,999.73 owed by Mutters Market for garbage bags. To date, only $5,000 has been collected. Despite previous efforts to recover the debt, including ceasing deliveries to the market, the outstanding balance remains unresolved. The terms with the credit bureau include a 10% collection fee for payments within the first 30 days, increasing to 25% thereafter. In case of legal escalation, the bureau would handle all associated costs. Some council members suggested offering the market another chance to settle the debt through a structured repayment plan before moving forward with collections. This proposal prompted a debate on whether to set a firm deadline for an internal settlement before engaging the credit bureau. Eventually, the council passed a motion to approve the bureau’s engagement while simultaneously allowing Mutters Market an opportunity to resolve the debt independently.
Meanwhile, preparations for the Water Carnival were discussed, with a focus on the community’s involvement. Jim Mully, representing the family recognition team, expressed gratitude to the council and the Chamber Water Carnival committee. Mully highlighted a map to be displayed at the event and encouraged residents to fill out information cards to foster a sense of community. He emphasized the event’s significance in recognizing the town’s history and invited newcomers to join in. During discussions, appreciation was expressed for city staff and volunteers involved in the carnival preparations, with a council member noting the success of a recent fundraising event organized by local community members.
The meeting also addressed the city’s trail development projects. An invoice from the ATV S Club for $18,440 was reviewed, with plans for reimbursement through grants. The Director of Public Works provided details on the trail’s development, noting its connection from the town’s ski trail head to the Bird Lake ski trail end. While designated for ATV use, the trail remains suitable for winter activities. The council approved the invoice, along with a second related to the Seven Rivers Trail.
In other community-related matters, the council approved a proposal to accept gambling funds from the Lakes Chamber of Commerce for a bicycle event on August 14th. The funds will be used to provide participants with nylon backpacks containing local goodies and information. A liquor license transfer for the event was also approved, allowing bar services to be managed at the Midway Shelter. The Garden Club requested a waiver of fees for a summer barbecue at Fisherman’s Point shelter, a traditional event to thank the club for its beautification efforts. The council supported the waiver, acknowledging the club’s contributions.
A resolution was passed to apply for a grant from the National Volunteer Fire Council for turnout gear, with a maximum amount of $110,000. The need for new gear was discussed, given the expiration of current equipment.
Finally, the council decided to terminate the contract with Airgas for the EMS Department’s oxygen supply due to a significant price increase. The EMS director is exploring alternative suppliers before the contract expires next spring. The decision to notify Airgas of the non-renewal was approved without opposition.
