Winthrop City Council Approves $600,000 Fund Transfer to Boost Forum Fund Returns

The program will allow participants to pay a fixed monthly amount throughout the year, with recalibrations scheduled for September. A significant aspect of this program is its flexibility, as it does not mandate automatic billing, a feature appreciated by those with variable incomes. The council approved this program unanimously, recognizing its potential to alleviate financial strain on residents and businesses.
Construction projects were another focal point of discussion. The council received updates on sanitary sewer work on Renville Street, with efforts progressing to storm sewer installations. The necessity of maintaining open intersections during construction to minimize disruptions was emphasized, and the contractor’s responsiveness to community concerns was commended. Rainfall challenges were acknowledged, highlighting the city’s ongoing adaptation and management of weather-related impacts on construction timelines.
Property compliance issues also surfaced during the meeting, particularly concerning a property owned by an individual named Darren. The council expressed concerns about a large electrical cable posing safety hazards and compliance issues. Darren’s failure to obtain necessary permits and adhere to agreements prompted the council to initiate a final inspection to assess compliance, including the potential removal of a non-compliant shed and addressing other nuisances like abandoned vehicles. The council unanimously approved a motion to conduct this inspection.
In addition, the Economic Development Authority (EDA) report highlighted continued support for local businesses through façade grants. Upcoming approvals for grants to establishments like Ly’s Café and a former Dairy Queen property were noted, with the EDA having distributed nearly $20,000 to support the local business community.
Utility management updates were provided, particularly in response to recent flooding concerns. The city has been managing water levels by bypassing ponds to prevent basement flooding. The council noted that while neighboring areas experienced more severe flooding, Winthrop’s proactive measures were effectively mitigating potential issues.
The meeting also covered community engagement and development, with the Library Committee planning summer reading events and the Fire and Ambulance Committee reporting progress on new facilities, including Geotech assessments and interior amenity selections. The Parks Committee is awaiting grant approval for future developments like a splash pad and restrooms, with decisions expected by mid-June.
