Westport Board of Health Declares Nuisance and Approves Wastewater System Upgrade
- Meeting Overview:
During the recent Westport Board of Health meeting on March 31, 2025, significant actions were taken to address public health concerns, including the declaration of a property as a public nuisance due to accumulated trash and the approval of a comprehensive wastewater system upgrade for a multi-use property.
A notable decision was the unanimous vote to declare the property on Bridge Road a nuisance under Chapter 111, Section 23, due to a long-standing accumulation of trash and debris, which has become a breeding ground for rodents and mosquitoes. The board concluded that immediate action was required. Additionally, the board authorized fines of $50 per day for non-compliance, with the possibility of increased penalties if the issue is not resolved promptly.
Concurrent with these public health concerns, the board deliberated on a proposal for a new wastewater system at a property located on American Legion Highway. The property, which houses several retail shops and residential units, is currently served by outdated wastewater systems that are in hydraulic failure. The proposed upgrade includes a state-of-the-art denitrification system designed to manage 1,442 gallons of wastewater per day, enhancing the property’s capacity compared to the existing system. The new design, which requires a local waiver due to the depth of the leaching chambers, received approval from the board, contingent upon conditions such as a hold harmless agreement and nitrogen testing for two years. This upgrade aligns with the board’s objectives to ensure environmental safety while accommodating potential future changes in the building’s use.
In other board activities, the meeting included updates on community initiatives funded by the opioid settlement fund advisory committee. Efforts to address addiction and recovery in Westport are being bolstered by a presentation from Chris Herren, set to speak to students in grades 8 to 12 about his experiences with addiction. This initiative aims to raise awareness and provide resources to families affected by substance use disorders. The board also discussed the establishment of a caregiver support group, which has seen growing participation and serves as a crucial resource for those supporting individuals with addiction issues.
The board expressed its stance on the Pine Ridge Estates development project, particularly regarding requested waivers from local septic regulations and the requirement for test pits. The board recommended the Zoning Board of Appeals deny these waivers, citing concerns about high density and nitrogen loading. The board underscored the necessity for developers to consult with them on project design to ensure compliance with health regulations.
Additionally, the board reviewed upcoming infrastructure improvements at the local transfer station, with a $75,000 budget allocated for paving and signage updates aimed at enhancing safety and functionality. This initiative reflects ongoing efforts to maintain essential services and infrastructure within the community.
