Acushnet School Committee Tackles Infrastructure Challenges with $4.2 Million Air Quality Initiative
- Meeting Overview:
The Acushnet School Committee meeting on March 26, 2025, focused on a proposed $4.2 million project to address significant air quality and structural issues in school buildings. A debt exclusion article for the Air Environmental Quality and Decarbonization Project was discussed. The initiative, designed to enhance indoor air quality and energy efficiency, is contingent on a voter-approved Proposition 2½ debt exclusion ballot question set for April 22.
Central to the meeting was the comprehensive plan to tackle persistent mold issues and outdated building systems. The proposal includes installing advanced HVAC systems, a new building management system, and improving the building envelope to prevent air leaks and moisture intrusion. The superintendent and school business manager outlined how these upgrades are important for maintaining a safe and efficient learning environment, emphasizing that previous temporary solutions were both expensive and inadequate. Nearly $275,000 has already been spent on emergency measures such as deep cleaning and environmental testing, highlighting the financial strain on the school district.
The committee has initiated a steering group comprising various stakeholders to address the mold problem. This group facilitated the selection of a TurnKey provider for an exhaustive energy management services audit. The upgrades are intended to improve dehumidification techniques, implement energy-efficient heating and cooling strategies, and establish centralized control over building operations to prevent equipment failures. The project aims to create a controlled indoor environment, reduce heating and cooling demands, and enhance energy efficiency, ultimately extending the lifespan of the school buildings and avoiding the need for new construction, which could cost over $100 million.
Financially, the project’s success hinges on multiple funding sources, including a $500,000 Green Community Grant and potential rebates from Eversource. These offsets could reduce the financial burden on taxpayers. The debt exclusion, if approved, would allow the town to temporarily raise taxes to cover the borrowing costs over twenty years. The committee presented detailed scenarios of the tax impact, estimating that the average single-family tax bill could increase by up to $707 in the highest payment year.
Community members were engaged during the meeting, providing feedback and seeking clarity on the project’s financial aspects. Questions were raised about the projected cost savings from the proposed improvements and the potential for energy management savings similar to past contracts. Concerns about humidity management and the dehumidification process were addressed by representatives from the consulting team, who explained that a refrigeration cycle was chosen as the most cost-effective method, given the existing infrastructure challenges.
The discussion also covered the legalities and strategies for informing voters about the ballot question’s implications. The committee planned a public hearing with the select board to facilitate community understanding, although the ballot language itself would be limited in detail. This prompted suggestions for disseminating additional information through town channels to ensure informed voting.
The committee underscored the importance of proactive investment in school infrastructure as a means to safeguard health and educational outcomes. Past expenditures on temporary fixes have exhausted special funds, emphasizing the need for a sustainable approach to maintenance and health issues in schools.
