Moorhead City Council Meeting Sparks Debate Over Proposed Casino, Approves Key Developments
- Meeting Overview:
The Moorhead City Council meeting on April 28, 2025, saw discussions on the potential economic and social impacts of a proposed casino development by the White Earth Nation, alongside approvals for significant local projects, including the demolition of the Moorhead Center Mall and updates to cannabis retail regulations.
The proposed casino project by the White Earth Nation dominated much of the meeting, drawing both concern and support from various stakeholders. John Winter, a supervisor from Glendon Township, was among those who voiced apprehension, urging the council to conduct thorough studies on the potential economic, environmental, and crime-related impacts of establishing a casino in Manomomen County. Winter stressed that such a development could remove land from the tax base and necessitate additional infrastructure and emergency services.
In contrast, Zena Bear, a South Moorhead resident and attorney familiar with the White Earth Band, defended the proposal. Bear highlighted potential biases against the tribe’s business expansion, noting that other businesses would not face similar scrutiny. She argued that agreements with the tribe could ensure necessary services while reducing environmental impact by minimizing travel distances for gaming.
Ed Dorset, another township supervisor, questioned the benefits of the existing casino in Manomomen. The conversation then shifted as Mike Lorac, secretary-treasurer of the White Earth Nation, along with Nate Matthews from the Tribal Utilities Commission, presented the tribe’s vision for the project. They emphasized that the casino, hotel, and convention center would create approximately 500 permanent jobs and generate substantial economic activity, while also seeking community support for placing the land into trust.
Council members raised inquiries about workforce availability, given regional hiring challenges, and public safety concerns. Matthews suggested that employee housing and collaboration with local governments on zoning and services could address these issues. The council emphasized the need for ongoing dialogue and examination of the project’s implications.
The meeting also addressed significant local developments, notably the demolition of the Moorhead Center Mall. Assistant City Manager Mike Re outlined a resolution for a guaranteed price amendment related to the demolition work, funded by a $1 million grant from the Department of Employment and Economic Development. The council approved the motion, acknowledging it as a positive budgetary addition.
Further, the council unanimously passed a cannabis retail business registration ordinance, aligning with state laws. The ordinance set operational hours and clarified restrictions on selling full-potency cannabis drinks in alcohol-serving establishments.
Council members also engaged in a variety of committee reports and community updates. Discussions included the success of recent community events, the importance of ongoing harm reduction initiatives in response to rising local overdoses, and regional economic development strategies. Notably, the mayor reported on flood mitigation efforts and the pursuit of significant funding for related infrastructure projects.
