Leesburg City Commission Faces Strong Community Opposition to Proposed Development Amid Concerns Over Zoning and Environmental Impact

Annette Hamby, a resident of Corley Island Road, underscored the importance of preserving local wildlife habitats, while Jenna Lloyd, a realtor, argued that the proposed homes did not meet the current market demand and could harm the sensitive ecosystem.
Despite residents’ concerns, representatives from the development team attempted to mitigate fears by detailing measures to comply with state and local regulations on water retention and density reduction. They also emphasized their intention to preserve existing vegetation to address flooding concerns. However, the community remained largely unconvinced, advocating for a development plan that aligns with the existing neighborhood’s character and infrastructure capacity.
The commission also heard from Mike Matheni, who, while appreciating the city’s development efforts, stressed the need for projects that fit the community’s scale and lifestyle. Matheni questioned whether commissioners would welcome such developments in their neighborhoods, urging them to consider the long-term implications on the community’s character.
Beyond the contentious development project, the commission recognized the Highland Lakes Water Treatment Facility for receiving the Florida American Waterworks Association’s 2025 Outstanding Class C Water Treatment Plant Award.
In further developments, the commission reviewed a positive financial audit for the fiscal year ending September 30, 2024. Auditor Joel Knop reported no adjustments were needed. The city’s financial status showed significant improvements, with a net position increase of $12 million for governmental activities and $17.3 million for business activities. The general fund’s unassigned balance stood at $15.5 million.
Additionally, the commission processed several ordinances related to annexation and zoning changes for other properties. These included transitions from rural to estate residential and planned unit developments, with discussions on infrastructure enhancements such as sewer line extensions to support future projects.
In response to public feedback, the commission laid over several applications for further consideration, with scheduled hearings set for June 23rd. This pause allows for additional community input and review of the proposed changes before final decisions are made.
