Franklin Township Proposes Ambitious Preschool Expansion Amid Funding and Logistics Challenges
- Meeting Overview:
In a meeting of the Franklin Township Council, a significant proposal was unveiled for expanding the township’s preschool program. This initiative aims to transition from a half-day to a full-day program by September 2025, potentially serving approximately 360 students over five years. The program would be funded by the Preschool Expansion Aid (PEA), provided the township secures this state funding. The council discussed various logistical challenges, including staffing, infrastructure, and community involvement, emphasizing the importance of a swift implementation to capitalize on early childhood developmental benefits.
The proposed expansion of the preschool program is a plan designed to provide free access to early childhood education for three- and four-year-olds, contingent upon receiving PEA funding. The administration presented a strategic framework to implement this plan, which includes a phased approach to accommodate up to 360 students over the next five years. The initial phase aims to convert existing facilities, such as music and art rooms, into classrooms and possibly utilize mobile classrooms for other grade levels. This shift is intended to begin with a cohort of 60 students, scaling up as resources become available.
The staffing requirements for this ambitious expansion were outlined in detail. Initially, the program would require the hiring of a director of early childhood education, two certified preschool teachers, and a preschool intervention referral specialist (PERS). As the program expands, the plan includes increasing the number of preschool teachers and PERS to meet growing demand. The council discussed the role of a preschool instructional coach (PIC) who would provide professional development and ensure compliance with state curriculum standards, alongside a maximum classroom size of 15 students per teacher and aide.
A significant aspect of the proposal is the lottery system for enrollment. The current half-day program’s lottery was highlighted as an immediate concern, with selections scheduled for early June. Families enrolled in the current program would be prioritized for the new full-day slots, contingent on receiving additional state funding, while remaining seats would be allocated through a new lottery system.
The logistical challenges of accommodating this expansion include the use of mobile classrooms, which will be required to meet the same safety and quality standards as traditional classrooms. Designs for these mobile units include options with bathrooms either within the classrooms or at the end of hallways, with plans to ensure escorting children during transitions. The council noted that staff had expressed interest in teaching within these mobile environments.
The discussion also addressed the potential collaboration with private providers to host some of the preschool students, although initial outreach had not yet yielded responses. The administration stressed the importance of community involvement and feedback to refine and implement the proposal effectively. Additionally, the council considered the implications of relocating first and second graders to mobile classrooms to make space for the expanded preschool program.
Funding was a central theme, with the PEA expected to cover all necessary resources, including staffing, materials, and infrastructure. The township’s proposal aligns with broader state and national priorities for early childhood education, emphasizing equitable access to quality education. Concerns about the sustainability of the program were discussed, particularly in the event of state funding cessation. Possible measures include local tax funding, tuition fees, or reverting to a part-time model, though all resources acquired through the aid would remain with the district.
