Seminole Code Enforcement Board Tackles Unsecured Pools, Rubbish Violations, and Welcomes New Manager
- Meeting Overview:
During the June 26, 2025 meeting of the Seminole County Code Enforcement Board, attention was given to two cases involving unsecured swimming pools. Additionally, the board dealt with rubbish violations and introduced John Martin as the new code enforcement division manager. The board also paid tribute to a former member and discussed the need to fill vacant positions to ensure future quorums.
The meeting commenced with the board addressing a case against Betty W. Tanzer concerning a swimming pool violation on South Sweetwater Cove Boulevard. Officer Hill from the Seminole County Sheriff’s Office provided a detailed account of the situation, noting that the pool was initially found unsecured due to a latch facing the street, contrary to code specifications. Tanzer rectified the issue by securing the pool, as evidenced by photographs presented during the meeting. A fine of $700 was recommended for seven days of non-compliance, alongside administrative costs of $383.12. Tanzer expressed gratitude for Officer Hill’s guidance and apologized for previous inappropriate comments. She shared her commitment to the community, promising to volunteer locally. The board, appreciative of her efforts, made a motion to close the case without waiving the lien, which was unanimously supported.
Following Tanzer’s case, the board reviewed a similar violation involving Jerry W. Cordet on Crooked Oak Court. Officer Hemingway outlined the timeline of non-compliance, which spanned 48 days. Cordet addressed the board, voicing concerns over the widespread issue of unsecured pools in the county. The board recommended a substantial fine of $12,000 for the non-compliance period, along with an ongoing daily fine for future violations. A board member clarified the lengthy duration needed to address the latch issue. The board’s deliberations underscored the importance of compliance while acknowledging the respondents’ corrective actions.
The discussion also focused on a resident’s struggles with securing a pool safety permit amid confusion over compliance requirements. The resident detailed communication issues with the code enforcement office, specifically mentioning attempts to contact a now-departed officer, Mr. Dare. The resident ultimately worked with Officer Hemingway to understand and meet the requirements, including installing a self-closing and self-latching gate. The resident’s efforts were recognized by the board, which decided to reduce the lien to cover only administrative costs, totaling $366.61, in light of the resident’s diligent attempts to comply.
In another significant case, the board addressed a repeat violation concerning rubbish on the property owned by Trinity and Joshua Bailey on Langford Drive. Officer Hill reported that despite WastePro tagging the rubbish for removal, the owners had not arranged a pickup, resulting in 92 days of non-compliance. The board imposed a fine of $9,200, consistent with staff recommendations.
Officer Hemingway presented a new case involving Leela D. Litter, whose property on Press View Avenue was found with rubbish despite prior notices. The board allowed until July 10, 2025, for compliance before a daily fine would be imposed, following Officer Hemingway’s recommendation.
The board meeting also marked the introduction of John Martin as the new code enforcement division manager. Martin brings a wealth of experience, including roles as a police officer and code enforcement inspector. He expressed enthusiasm for his new role, emphasizing a focus on education, assistance, and compliance within the community.
