East Grand Forks School Board Weighs Co-op Hockey Proposal Amid Insurance and Employment Discussions

The board considered whether to increase coverage, with additional premiums costing $18,000 for a $20 million increase and $54,000 for a $60 million increase. Although Grover personally leaned against increasing coverage due to the low probability of a total loss event, he emphasized the importance of transparency in communicating the district’s insurance status.
The meeting also touched upon employment matters, notably a public comment from Angela Stouse, a former custodian who claimed wrongful termination following a senior prank incident. Stouse recounted observing students entering the school under the pretense of executing a senior prank, believing they had permission. She argued that she was not responsible for any security breaches, pointing out that doors were propped open, allowing entry. Stouse expressed disbelief at her termination and questioned the fairness of the decision, citing other occasions when doors were left open without her involvement.
In financial updates, the board was informed of a decrease in property taxes for May due to timing issues, which would be adjusted in the June report. There was a noted increase in local revenue driven by higher activity revenue and Medical Assistance billing. The superintendent also highlighted ongoing negotiations with bus drivers, with meetings scheduled for early July, and a meet-and-greet with teachers later that month.
Administrative transitions were acknowledged, as the board thanked Jill for her service and welcomed Mr. Torerson as her successor. Additionally, the board approved memberships with the Minnesota School Boards Association and Minnesota Rural Education Association for the 2025-26 school year.
The board also discussed the arena use agreement with the city of East Grand Forks, set to begin with fees of $120,000 for 2025-26, escalating to $130,000 by 2027-28.
