Jackson Planning Board Reviews House of Worship Proposal Amid Concerns Over Variances and Subdivision
- Meeting Overview:
In a recent meeting, the Jackson Planning Board deliberated over a proposal for a house of worship, focusing on requested variances and the subdivision of a 2.44-acre property located in the RG2 zone within the Pinelands. The proposal includes a house of worship with a dome that exceeds height restrictions and a plan to subdivide the land into two lots, which sparked extensive discussion among board members.
The proposal for the house of worship entails several variances due to the design and dimensions of the structure. The property, which currently contains a dwelling and a K9 boarding facility, is slated for subdivision into two lots: one measuring approximately 1.79 acres and another at 0.65 acres. Board members expressed concerns about the necessity of subdividing the land, particularly given the environmental constraints such as wetlands and proximity to a tributary of Tom’s River. The planner representing the applicant emphasized that the subdivision would enable the project to comply with ordinance standards and allow for the environmentally constrained area to be conserved under public ownership.
A point of contention was the proposed height of a decorative dome on the house of worship, which stands at 42 feet, thus requiring a variance as it exceeds the permitted height of 39 feet. The dome, while described as a non-occupiable feature, was defended by the applicant for its aesthetic contribution to the design of the building. Despite the variance, the fire department had reviewed and approved the project under the understanding that the dome was purely decorative.
The discussion also covered concerns about the parking facilities provided for the house of worship. The proposal includes 67 parking spaces, with specific areas designated for electric vehicles. Board members raised issues about the adequacy of the parking spaces given the potential number of attendees, although the applicant assured that the parking was sufficient for the expected congregation size. The site plan includes standard road widening and a two-way drive providing access to Whitesville Road, although variances were requested for the entrance and exit throat lengths due to space constraints.
Further examination of the proposal revealed plans for a security booth at the property entrance, reflecting growing concerns for safety in community facilities. The booth, an 8-foot square structure, was discussed in light of its classification as an accessory structure, with board members considering whether it necessitated another variance. The applicant contended that the booth was a requisite security measure, a sentiment supported by board members acknowledging its increasing prevalence in community developments.
The architectural presentation provided detailed insights into the design of the proposed house of worship and an ancillary mikvah building. The main sanctuary, with its 28-foot-high structure and additional dome, includes a women’s balcony and a basement social hall. The mikvah is a single-story structure, maintaining architectural coherence with the main building.
Following extensive deliberation, the board conducted a formal vote on the subdivision and the application with the requested variances. The subdivision was approved, although some board members expressed reservations about its necessity. A subsequent motion to approve the application with the variances was passed, with conditions including maintaining the security booth and ensuring the dome’s environmental benefits.
