Sayreville Borough Planning Board Tackles Housing Obligations and Future Development

The consultant explained that Sayreville’s initial state-mandated requirement was 270 new housing units, which, after negotiations, was adjusted to 240 units. Through a vacant land adjustment analysis, the borough demonstrated that it could realistically develop only 76 affordable housing units, thus reducing its obligation significantly.
The board outlined several strategic approaches to manage the remaining unmet housing need of 164 units. One key strategy discussed was the adoption of a municipality-wide set-aside ordinance, requiring developments of five or more units to include a 20% affordable housing component. This approach is intended to address housing obligations through the year 2035. The presentation emphasized that many potential development sites may face constraints such as environmental issues, limiting their feasibility for housing projects.
As part of the housing plan, the board also reviewed prior compliance measures, noting an existing surplus in housing units. A total obligation of 785 units was outlined for the third round, with 792 units accounted for, highlighting a slight surplus. The board discussed the allocation of units, including 65 age-restricted units at Lake View, with a strict 25% cap on such housing. Moreover, the board reported the provision of 130 family units and 66 bonus credits, alongside plans for additional multifamily housing developments in strategically identified locations. Areas such as Ernston Road and the Raritan Street park-and-ride were identified as potential sites, with an estimated 57 affordable units and 19 bonus credits, although construction on these units remains pending.
A notable part of the discussion centered on the MCO site adjacent to Kennedy Park, which is projected to yield 22 age-restricted units. Furthermore, the board expressed interest in including a special needs housing project in the plan, which offers the advantage of receiving credits based on the number of bedrooms rather than units. This method is seen as a more efficient way to meet housing obligations, and the board is considering transferring properties obtained through foreclosure to nonprofits capable of developing such facilities.
After a motion to open the floor for public comments, no members of the public came forward, and the board proceeded to adopt the housing plan element with unanimous support. The adoption marked a critical step in ensuring compliance with state housing regulations and fulfilling the borough’s housing obligations.
In addition to the housing plan discussions, the board addressed other business, including memorizing resolutions for specific applications and setting future agendas. Application PB25-02 regarding CPMD Journey Mill Road Urban Renewal LLC was approved with a majority vote, while the application from Tenon Auto Service Inc. was held over for future discussion. The board also acknowledged upcoming redevelopment plans for Main Street, Ernston Road, and Mini Mall Road.
