Martin County Approves New Planned Unit Development, “The Paddock at Palm City

The Martin County Local Planning Agency unanimously approved a rezoning proposal by HJA Design Studio on behalf of Finland Capital LLC for “The Paddock at Palm City,” a Planned Unit Development (PUD). The proposal includes the construction of 51 two-story townhome units and several duplexes on approximately 8.6 acres of undeveloped land.
The meeting centered around the rezoning request from RM8 medium-density residential district to a PUD, which allows for more flexible development standards. The project site is located at the southeast corner of SE 714 Martin Highway and 30th Avenue, adjacent to Danforth Creek. The PUD proposal includes a zoning agreement and a master final site plan for the development, which will comprise 51 two-story townhome units spread across 11 buildings, six three-story duplex units, and one three-story single-family home. The development achieves a residential density of 6.7 units per acre, remaining below the maximum permitted density of eight units per acre.
The plan includes a 1.25-acre preserve area, accounting for 29.5% of the existing native habitat, which will be managed under a preserve area management plan. The proposal also exceeds the required open space dedication, with 55% of the site planned as open space, surpassing the 50% requirement.
The flexibility of the PUD zoning was emphasized as beneficial for both the developer and the county, allowing for innovative design while ensuring compliance with local standards. The planner noted that the majority of the proposed structures met or exceeded setback requirements, with only minor deviations requested for rear setbacks on two-story and three-story units.
Concerns were raised regarding the landscaping around stormwater treatment areas (STAs), particularly the absence of plantings around a retaining wall. The applicant’s representative acknowledged the oversight but assured that overall landscaping requirements were met. Additionally, the project includes financial contributions to local infrastructure, with $50,000 pledged for improvements to the Palm City Community Redevelopment Agency and another $50,000 for enhancements at Hidden Oaks Middle School.
Public comments included opposition from a long-time resident, Johnny Long, who expressed concerns about the introduction of three-story buildings in an area traditionally characterized by agricultural zoning. Despite this, it was clarified during the meeting that the zoning change from RM8 to PUD was consistent with the county’s growth management objectives.
The proposal also included details on parking and accessibility, with each residential unit accommodating two parking spaces and additional on-street parking for guests. The project aims to improve roadway conditions and ensure safe access to nearby schools and commercial establishments.
