Newport City Council Approves Saturday Construction Hours to Expedite Key Infrastructure Projects

The Newport staff supported this move, emphasizing the benefits of aligning work schedules with neighboring Woodbury’s regulations and enhancing overall project efficiency.
In addition to these infrastructure projects, the council deliberated on the Red Rock Square Phase 3 development, a significant mixed-use project involving a preliminary and final plat request, PUD request, and easement vacation. This development, located within a mixed-use zoning district, proposes a density of 24.5 units per acre across approximately six acres. The project includes a four-story building with surface and underground parking and aims to conserve wetlands while addressing urban development requirements.
The council discussed the project’s architectural design and exterior materials, with concerns raised about maintaining aesthetic cohesiveness with previous phases. The developer’s representative from MWF Properties expressed openness to exploring alternative color options while highlighting the project’s focus on family-oriented, general occupancy housing. This approach stems from demonstrated demand and financing preferences, aligning with tax credit requirements favoring family developments.
A Conditional Use Permit (CUP) for the installation of a fiber optic line by LTS Telecommunications was also approved, allowing directional boring under the Mississippi River into the city’s floodway district. This infrastructure enhancement aims to increase internet service options and fiber optic capacity for Newport residents. The project had previously received unanimous approval from the planning commission, with assurances of no impact on the floodplain and coordination with relevant authorities to ensure successful implementation.
The meeting also covered updates on the Loveland Park sport court project, which is ahead of schedule, and the Red Rock Square Phase 3 project timeline, with groundbreaking anticipated in October and completion targeted for September 2026. Additionally, the council discussed an expedited timeline for starting bus service at the transit site, now set for the end of 2025, contingent on driver availability and other logistical factors.
