Chatham Select Board Debates Speed Bumps and Traffic Management on Kent Place
- Meeting Overview:
The Chatham Select Board meeting on August 5th, 2025, involved discussions about traffic management on Kent Place, including a proposal for temporary speed bumps, public hearings on water rate changes, and various community event applications.
The most contentious topic was the proposal to install temporary speed bumps on Kent Place, a narrow road frequently used by cars, trucks, and bicycles. The Traffic Safety Committee recommended speed bumps to address traffic concerns, particularly the safety of pedestrians, including children. The Deputy Chief of Police provided traffic data indicating a high volume of vehicles but lower average speeds. Despite this, residents and board members expressed differing views on whether speed bumps would effectively address the traffic volume issue. Some believed speed was a more significant problem, while others argued for alternative measures such as making the road one-way or lowering the speed limit to improve safety.
The debate culminated in two separate motions: one for temporary speed bumps and another to investigate dead-ending Kent Place. The first motion failed, with three members opposing and two in favor, while the second motion passed with a vote of four to one, allowing the Department of Public Works and the police department to explore the feasibility of dead-ending the road. Additionally, a public hearing was agreed upon to discuss officially reducing the speed limit to 10 miles per hour, with the Traffic Safety Committee expected to provide recommendations.
In another significant agenda item, the board announced a special meeting on August 12th to discuss proposed higher water rates and stricter fines for unmetered irrigation use. This measure aims to address the financial burden on water customers caused by residents who have not complied with installing a second meter for irrigation systems. The board emphasized public participation in this upcoming hearing.
The meeting also included a public hearing for an annual entertainment license for Hey Joe and Jam, a new coffee house. The owner proposed acoustic music events, but concerns about noise levels and amplification were raised by community members. The board approved the license with conditions to ensure clarity on performance times and to prevent noise disturbances.
Additionally, representatives from the Monoya Yacht Club sought approval for their annual beach party at Hardings Beach, emphasizing the need to reserve parking spaces for attendees, many of whom have mobility issues. The board approved the application, acknowledging the club’s history of coordinating with the Parks and Recreation Department and the new restroom cleaning fee requirement.
In terms of community development, the board approved a grant agreement with the Massachusetts Development Finance Agency for a roadway project on Zero Meeting House Road, intended to facilitate access to an affordable housing development. The agreement ensures town ownership of the road while a developer will handle maintenance.
