White Bear Lake Area School Board Advances $5 Million Yearly Facility Maintenance Plan
- Meeting Overview:
In a recent meeting, the White Bear Lake Area School Board discussed and approved several significant initiatives, including an extensive $5 million annual Long-Term Facility Maintenance (LTFM) plan aimed at ensuring the district’s infrastructure remains in optimal condition.
The board’s decision to adopt the 10-year LTFM plan reflects a strategic approach to tackling both current and anticipated maintenance challenges. The plan, which requires annual approval, outlines projected revenues from the LTFM levy and includes a proposal to issue bonds every other year starting in 2026. Detailed in the board packet, the plan encompasses funding for maintenance, ADA compliance, and safety improvements.
Kevin Fernandez provided insights into the district’s maintenance priorities, categorized into one-year, three-year, and five-year plans based on a facility assessment conducted in 2018. The presentation covered a range of projects, such as the replacement of the boiler at Birch Lake Elementary and a chiller at Oneka, alongside enhancements to indoor air quality through HVAC improvements. The district is also transitioning lighting controls to LED fixtures, a requirement by 2026, to improve energy efficiency.
Exterior projects were also a focal point of the discussion, with planned roof replacements at North Campus High School and Sunrise Mariner, as well as renovations to tennis courts and parking lots at various schools. Window maintenance, including tuck pointing and sealing, is also planned. The board acknowledged potential unforeseen maintenance issues, emphasizing the importance of flexibility and constant evaluation of the maintenance budget and projects to adapt to changing circumstances and costs.
In addition to the LTFM plan, the board approved the renewal of their membership in the Minnesota High School League. This annual approval is necessary for continued student participation in state-sponsored activities. A related video watched by the board highlighted the value of parental engagement in supporting student athletes.
The meeting also covered the impact of the 2019 bond referendum, which has been instrumental in addressing deferred maintenance and supporting ongoing projects. Planned expenditures for fiscal year 2027 are projected at $13.5 million, with specific projects outlined for the coming years to ensure the district’s infrastructure remains robust.
Furthermore, the board approved operational items related to official depositories for school district funds and the designation of officials with authority for the Minnesota Department of Education External User Access Recertification System. These items were prompted by staffing changes in the finance office, and the approvals ensure continued effective financial and administrative operations within the district.
During the meeting, the board also addressed school board policy 613 concerning changes in the high school schedule. The policy was approved following a brief discussion, with members recognizing the need for policy adaptations to reflect operational changes.
Additionally, the meeting included a Superintendent’s Report by Dr. Kazmierczak, who highlighted community engagement activities and updates. Notable mentions included the distribution of a Bears update postcard, the success of Spirit Night at Marketfest, and the district’s free summer meal program. Dr. Kazmierczak also announced an upcoming free Ready for School event, offering new backpacks and school supplies to students.
The board forum provided an opportunity for members to share community engagement experiences, including participation in Marketfest and the district’s initiative to provide summer job opportunities for students. Members praised the positive community interactions and the district’s efforts to invest in student responsibility and involvement.
