Pleasantville City Council Faces Debate Over Refund Policy and Capital Improvement Delays
- Meeting Overview:
During the Pleasantville City Council meeting on August 4, 2025, members and attendees engaged in a discussion about the city’s refund policy, ongoing capital improvement projects, and upcoming community events.
A significant portion of the meeting was dedicated to the debate surrounding a $100 refund issued for a summer camp registration, which was contested due to the camp’s “no refunds” policy. A council member vocally expressed dissatisfaction, emphasizing the need for proper authorization: “I deserve a phone call. I don’t care what committee it comes from.
The meeting also included a detailed report on capital improvement projects presented by Jordan Rizzo from CME. Rizzo outlined several ongoing and planned projects, including pump station improvements and upgrades to various park facilities. The Walnut Avenue Park project faced drainage issues and was put on hold after funding discussions with BCIA. Resources were reallocated to improve the Leadeds Avenue tennis courts and the Max Manning and Crescent Avenue basketball courts, which had been paved and awaited further enhancements.
Rizzo addressed concerns about project timelines and coordination, noting that the Evans Lane pump station needed to be operational to meet project timelines. He also reported on the status of Department of Transportation projects, with maintenance bonds in place for completed projects on Anzu Boulevard and Decar Avenue, and the near completion of Park Avenue’s surface paving. Phase one of the Blackhorse Pike project was complete pending the contractor’s submission of a maintenance bond. Additionally, Rizzo provided updates on street improvements, lighting enhancements, and sanitary sewer upgrades across the city.
The council also discussed the purchase of property on West Park Avenue under Ordinance Number 12. Concerns were raised about the zoning status and the potential for an empty lot if construction funds were not secured. The ordinance passed after a roll call vote. Other resolutions involved amendments to redevelopment agreements and approvals for upcoming community events, including a triathlon and a health fair.
Public participation highlighted concerns over enforcement of park regulations and the absence of a rent control committee. A resident expressed frustration about the lack of awareness regarding community resources, such as swimming at the high school. The council acknowledged the need for improved communication and outreach to inform residents about available services and regulations.
Safety and community engagement were emphasized with discussions on e-bike regulations and public safety awareness. A council member expressed concern about children riding e-bikes unsafely and suggested reviewing municipal ordinances and enforcement. Upcoming community events were announced, including National Night Out and an overdose awareness event.
