Bayport Planning Commission Greenlights Projects Emphasizing Environmental Stewardship

Megan Kell from Kell Architects presented the project, emphasizing its focus on reducing building footprint and site coverage to address significant flooding issues below the 100-year floodplain. The redesign proposed eliminating over 7,000 square feet of impervious surface, introducing native plantings and natural grading to enhance water flow and air circulation. The plan aimed to elevate the structure above flood levels while maintaining ecological balance. Questions regarding stormwater management and its impact on existing vegetation were raised, but the proposal received support for its environmental considerations and reduction in impervious surface coverage.
Further contributing to the meeting’s focus on environmental stewardship, the Bay Haven development was discussed. This project, submitted by Pratt Homes, comprises 35 single-family villas and a 70-unit multifamily rental property. The final plat application involved a technical review to ensure compliance with conditions from the preliminary approval. The development is designed to maintain a wooded perimeter and features a trail connecting to Barker’s Alps Park. City staff recommended approval, noting unique park dedication requirements that included credit for acquiring the trail corridor. The project was subject to 22 conditions, including tree preservation measures and potential street upgrades to accommodate future traffic volumes.
The commission also deliberated over a multifamily apartment development by At Home Apartments, which highlighted a collaboration with design partner Pete Keley. The plans maintained compliance with previously approved dimensions, including a 35-foot building height, with a slight increase to 36 feet for a fourth-floor amenity deck. This addition aimed to foster community engagement with a gathering room and rooftop deck. A discussion on parking ratios revealed a proposal to adjust the required 2:1 ratio, citing data from similar properties suggesting a lower ratio could still meet needs. The commission supported the project, emphasizing its alignment with community values and sustainable living.
In addition to these major projects, the commission reviewed zoning amendments concerning impervious surface coverage, recreational vehicles, and livestock regulations. These amendments aimed to clarify definitions, adjust permit fees, and establish temporary visitor parking allowances for recreational vehicles. Public comments were invited, but no attendees came forward, leading to a unanimous recommendation for approval of the proposed amendments.
