Brainerd City Council Approves Comprehensive Sewer Lining Plan Amidst Infrastructure and Event Planning Discussions

The necessity of prioritizing sewer lines by accessibility and current condition, rather than solely by age, was emphasized. The council also examined the 2026 Southeast Brainerd reconstruction project, which involves paving Laurel Street and addressing maintenance issues on Maple Street. The project aims to improve stormwater management and connectivity in the area. The council discussed the removal of a gravel section on Maple Street due to maintenance challenges and the impact of gravel on adjacent wetlands. They also explored extending sidewalks on Norwood Street to improve pedestrian access. The improvements were approved with an understanding that changes could be made during the design process to ensure resident access and connectivity.
A public forum allowed residents to express concerns not on the agenda. A resident of 28 years, Denny Boolig, raised issues about stormwater discharge into his backyard, affecting property value. Boolig recounted historical discussions with city engineers and expressed frustration about ongoing stormwater management fees despite inadequate services. In response, the council proposed a structured follow-up meeting with city staff to address Boolig’s concerns.
The council moved on to approve ordinance 1591, which amends zoning regulations to allow indoor cannabis cultivation in commercial greenhouse districts. This ordinance aims to deregulate certain uses in commercial areas while maintaining them as conditional in residential zones. A resolution for a summary publication of the ordinance was also approved due to its length.
Event planning was discussed, with the approval of the Lonfest event application and its revised conditions. The council also reviewed updates on JC Park’s regrand opening and the implementation of new transit software, which has improved bus dispatching efficiency.
