River Edge Council Moves Forward with KBG Field Project Amid Bid Controversy
- Meeting Overview:
In a recent meeting, the River Edge Borough Council tackled several community matters, notably the contentious KBG Field Improvement project, the introduction of Narcan distribution boxes, and discussions around short-term rental regulations. These topics were addressed amidst community concerns and ongoing infrastructure challenges.
The KBG Field Improvement project, a significant agenda item, was a focal point of the meeting. Borough Engineer Robert Costa detailed the bidding process, which saw its first round rejected due to an excessive bid of $1.66 million. The second round faced controversy when a bid arrived one minute past the submission deadline, sparking objections from other bidders. Despite these challenges, a base bid of $1,428,694 was accepted, with total costs, including alternates, reaching $1,493,773—just under the $1.5 million budget. This budget includes a $50,000 contingency for unforeseen issues. The council considered legal advice suggesting that any protests from competitors would likely be unsuccessful, allowing the project to proceed.
Council members sought clarity on the project’s necessity, emphasizing the importance of grants totaling approximately $267,000 received in 2019 and 2020 to address drainage and erosion at KBG Field.
Adding to the evening’s discussions, the council addressed the ongoing issue of short-term rentals. Recent incidents involving large gatherings at rental properties prompted the council to consider drafting an ordinance to regulate such rentals effectively. Discussions referenced successful ordinances in other municipalities, like Jersey City, to guide the development of local regulations. The council recognized the need to empower code enforcement officers to manage full-house rentals, which currently lack oversight, with the intention to mitigate disturbances and ensure community safety.
Another topic was the Narcan distribution initiative, introduced by representatives from the community. The proposal to install “Buster Boxes” containing Narcan, a medication that can reverse opioid overdoses, was met with support from the council. The initiative aims to provide accessible life-saving medication throughout the community, with a focus on discreet placement to reduce stigma. The council deliberated on logistics, including potential locations and legal considerations, while recognizing the dual purpose of the initiative: immediate access to medication and fostering awareness and dialogue about drug addiction.
The meeting also touched on several infrastructure and community projects funded by county grants, including the planned installation of pickleball courts and the refurbishment of baseball and softball fields. These projects, supported by approximately $500,000 in county open space grants, aim to expand recreational facilities and improve safety features, such as batting cages, at KBG Field. The council’s discussions highlighted the collaborative effort to enhance the borough’s recreational facilities.
Additional discussions focused on ongoing issues with Bogurt Road and Borough Hall, where contractor disputes over inadequate restoration led the council to approve a formal claim submission. Updates on Borough Hall renovations, including the installation of radiant heat and ADA compliance work, were provided, with an anticipated Certificate of Occupancy expected soon.
During public comments, residents raised concerns about the transparency and progress of various projects.
