St. Paul Housing Authority Faces Challenges with Federal Fund Allocation and Property Disposition

Another portion of the meeting focused on the management and disposition of HRA-owned parcels. The Deputy Director provided an update on efforts to categorize properties for effective disposal, given the costs associated with retaining ownership. The strategy includes leveraging expertise from different areas within the Planning and Economic Development department to return properties to productive use, potentially generating tax revenue and addressing community housing needs.
A new initiative involves creating an interactive map on the HRA’s website to enhance transparency and access to HRA-owned properties. Although delayed by a cyber attack, this tool aims to help users navigate available parcels and understand property availability. Additionally, a pilot program proposes placing signs with QR codes on HRA properties to engage community members and gather insights into local development needs.
The meeting also addressed an innovative pilot program designed to support families with complex housing needs. This program, funded by a reallocation of $500,000 from the city and a philanthropic pledge of $250,000, aims to assist five families at a time with extensive wraparound services. However, it faces delays in the procurement phase within Ramsey County, with a tentative start date of July 1, 2026. Concerns about the stalled program prompted calls for expedited processes to ensure the initiative can launch promptly.
