Ramsey Borough Council Approves Key Ordinances for Capital Improvements and Emergency Services Upgrades
- Meeting Overview:
The Ramsey Borough Council meeting held on August 27, 2025, was marked by the approval of several ordinances focusing on community improvements, emergency services upgrades, and public safety measures. Among the main topics were the extensive funding allocations for capital projects, enhancements to emergency communications, and changes to local ordinances addressing resident concerns.
At the forefront of the meeting was the approval of Ordinance 14-2025, which authorized a substantial bond for capital improvements, including the resurfacing and lighting upgrades for the pickleball and basketball courts at Finch Park. This ordinance, backed by approximately $312,775 in grants, is part of a broader $950,000 investment aimed at enhancing local recreational facilities. Alongside these recreational upgrades, the ordinance also allocates $3.75 million towards emergency services communication infrastructure, addressing a critical need for updated equipment across the police department and volunteer emergency services. This includes the procurement of new mobile and portable radios, as well as necessary infrastructure upgrades at the police department headquarters. Additionally, funding is designated for constructing a new Department of Public Works garage to protect equipment during the development of a new emergency services complex.
Following the discussions of Ordinance 14-2025, the council swiftly moved to address Ordinance 15-2025, which focuses on the Board of Public Works’ capital improvements with a $2.4 million budget. This ordinance highlights essential projects such as replacing water mains and complying with state mandates for lead service line replacements.
Ordinance 16-2025, which amends a previous ordinance to increase funding for design and architectural services for the new fire department and rescue squad station, was also a point of discussion. The additional $350,000 funding, necessitated by market evaluations and design changes, aims to ensure the project remains within budget constraints while meeting the borough’s needs.
In addition to these significant capital projects, the council addressed several other pertinent issues. A notable public comment session brought attention to the operating hours for pickleball and tennis courts, with a resident urging the council to extend these hours due to diminishing daylight as winter approaches. Although no ordinance was introduced at the meeting to change the hours, the issue was acknowledged and will be revisited in future council discussions.
The meeting also highlighted ongoing efforts to improve local governance and community engagement. Matthew Schroeder was appointed to the Ramsey Municipal Alliance, a move celebrated by council members for his enthusiasm and innovative ideas, particularly involving the use of AI for minute-taking. This appointment followed the stepping down of the previous head, and Schroeder’s role is seen as vital for maintaining strong leadership within the alliance.
The council also considered various resolutions aimed at enhancing borough operations and addressing resident concerns. Resolution 147 designated borough representatives for the Bergen County Community Development Program, which supports grant acquisition for community projects. Additionally, Resolution 148 adopted a revised service plan with Lincoln Financial, a self-funded deferred compensation plan benefiting borough employees through voluntary contributions.
Further resolutions addressed budgetary and operational adjustments, including Resolution 149, which authorized a change order for redesign services related to the new emergency services station. This change order, amounting to $343,460, reflects necessary updates to remain within budget amidst market fluctuations. Resolution 150 awarded a contract for roof repairs across borough buildings.
The council also addressed the borough’s communication infrastructure with Resolution 151, awarding a contract to VCOM for professional consulting and engineering services to upgrade the borough’s communication system. This aligns with broader efforts to enhance emergency response capabilities.
The meeting concluded with unanimous support for a series of consent resolutions, including permits for community events and funding requests, which collectively aim to enrich the borough’s community life and foster greater resident involvement.
