Garwood Borough Faces Legal Challenge Over Affordable Housing Plan Amid Infrastructure Progress
- Meeting Overview:
The Garwood Borough Council meeting was marked by developments, with the council facing a legal challenge to its fourth-round housing element and fair share plan (HFSP) while progressing on key infrastructure projects. Also discussed were community engagement initiatives, public safety updates, and plans for upcoming events.
One notable issue addressed at the meeting was the unexpected legal challenge to the borough’s HFSP, submitted to the Department of Community Affairs on June 13. The plan, which had been developed over several months with input from the planning board, council, and affordable housing experts, faced a challenge on August 27 from the record owner of the Garwood Paperboard property. This challenge came despite ongoing negotiations and previous agreements with the property owner. The council emphasized its determination to defend the plan, highlighting its compliance with New Jersey’s affordable housing mandates and its alignment with the interests of Garwood residents. The public was informed that the plan remains accessible online and can be reviewed by any interested parties.
Infrastructure improvements were another focal point of the meeting, with the Borough Engineer providing updates on several projects. The resurfacing of East Street, New Street, and Walnut Street is underway, with concrete work completed before the school year began. This project also includes the installation of handicap ramps and tree planting. Additionally, point repairs on various streets are scheduled to commence soon, following a pre-construction meeting with National Water Main, the low bidder for the work. These repairs aim to address defects in the sanitary sewer system, utilizing both traditional and no-dig methods to ensure minimal disruption to traffic.
In public safety, a resolution was passed for the purchase of new safety equipment for the police department, including bulletproof vests and high-visibility shirts. The Garwood Police Department responded to 2,191 calls for service in August, including traffic stops and criminal investigations. The council reminded the community of school zone safety, emphasizing compliance with no parking regulations to protect pedestrians.
Community engagement initiatives were highlighted with announcements of upcoming events, such as a senior barbecue organized with the Garwood Lions Club, a Halloween parade, and a fall art show by the Garwood Partnership for Arts and Culture. These events aim to foster community spirit and provide entertainment for residents of all ages.
The meeting also included updates on various ordinances and council activities. Ordinance 25-24 was introduced to enhance animal licensing procedures, incorporating online payment options. The council approved the minutes from the previous meeting and discussed ongoing committee work related to parking regulations, public order issues, and police department accreditation.
A special election concerning a school referendum is scheduled for September 16, and a senior meeting is set for September 18. The council announced a new small business, Heritage Personal Image and Grooming, welcoming it to the community with a ribbon-cutting ceremony.
During the public comment session, residents raised concerns about traffic enforcement, flooding issues, and the recent legal challenge. The Mayor addressed these concerns, confirming the borough’s legal representation for the housing challenge and providing transparency about the legal process. The Mayor assured residents that the borough is prepared to defend its HFSP and is committed to maintaining community engagement and safety.
