Coon Rapids City Council Allocates Funds to Autotheft Prevention and Housing Programs
- Meeting Overview:
The Coon Rapids City Council meeting on September 15, 2025, addressed issues including the acceptance of grants for autotheft prevention and DWI enforcement, an amendment to the housing budget, and updates to the parks and recreation master plan. The council also amended the city’s ice center fees and approved a gambling premises permit for the Rapids Cardinal Little League.
The council’s approval of resolutions concerning a grant from the Minnesota Department of Public Safety marked a decision. The grant is intended to bolster autotheft prevention efforts, providing funds for two movable Automated License Plate Recognition (ALPR) cameras. These cameras are designed to aid in the investigation and recovery of stolen vehicles. The decision to accept the grant was supported by a presentation from Captain Harmon, who detailed the cameras’ effectiveness.
Further addressing public safety, the council accepted a DWI grant from the state of Minnesota. This grant, totaling a maximum of $150,000, will cover the salary and related costs of a full-time police officer dedicated to DWI enforcement from October 2025 to September 2026. Although it does not cover vehicle operating costs or uniforms, the grant represents a strategic investment in reducing impaired driving incidents, thereby enhancing road safety in Coon Rapids.
In a move to address the community’s housing needs, the council amended the 2025 budget for housing programs, increasing the funding by $400,000 to a total of $1.9 million for the year. City staff highlighted that the housing loan programs had seen high subscription rates, necessitating the additional funds. Discussion among council members emphasized the positive impact these programs have on the community, with one member highlighting extensive prior discussions that reinforced the importance of supporting residents through these initiatives.
The council also took steps to update the parks and recreation master plan by approving a professional services agreement with ISG. The plan’s update will include traditional park and recreation items, maintenance, a GIS management dashboard, and a five-year recreation programming plan. The proposal aims to evaluate current programming events, cost recovery models, and the economic impact of Sand Creek as a regional tournament destination. The decision to engage ISG followed a competitive selection process, with discussions highlighting the importance of a comprehensive approach to planning, considering developments since 2012.
Additionally, the council approved changes to the city’s fee schedule for the Ice Center. Based on a market study, the adjustments reflect slight increases in prime evening and weekend rates, with room rates adjusted in line with upgrades in amenities and technology. These changes were described as reasonable and inflationary, aligning with current market conditions while ensuring the Ice Center remains a viable facility for community use.
The meeting also saw the approval of contracts for the 2025-2026 Ice Center user agreements, primarily involving the Anoka-Hennepin School District and the Minnesota Wild Sled Hockey program, which reflect the newly established rates.
In community engagement efforts, the council proclaimed October as Domestic Violence Awareness Month, recognizing the critical public health concern of domestic violence in Anoka County. The proclamation highlighted the role of Alexandra House Incorporated and emphasized community partnerships in addressing and preventing domestic violence.
The council approved a gambling premises permit for the Rapids Cardinal Little League at Classic Bowl. Additionally, they agreed on an arrangement with Star of the North Academy for the use and maintenance of Alflyn Park, facilitating joint use of public facilities with the option of termination by either party with a 30-day notice.
Announcements during the meeting included reminders of upcoming community events such as the pet fair at the Rapids Civic Center and Kendall’s 10th anniversary celebration. The council also reminded residents of the special election for House seat 34B, emphasizing polling times. These announcements reflect the council’s effort to keep the community informed and engaged.
