Shutesbury Lake Wyola Advisory Committee Tackles Dam Repairs and Invasive Milfoil Concerns
- Meeting Overview:
In a recent Shutesbury Lake Wyola Advisory Committee meeting, members focused on several issues, including dam repairs, invasive milfoil in the lake, and committee membership structure.
The dam’s condition was a primary concern, with discussions on the challenges of maintaining the structure. Issues such as the dam gate’s malfunctioning due to debris, including a piece of firewood wedged in an opening, were noted. The increased water flow around the dam and the need for regular cleaning of rusting bars were also addressed. A member suggested sending a note to the dam engineers, GZA, to inform them of these findings and request their assessment. The committee acknowledged the need for significant funding, estimating the repairs to cost between $150,000 and $300,000. State funds and Community Preservation Act (CPA) funds had been allocated to define the scope of repairs, but additional funding might be needed, necessitating further applications for CPA funding or grants. The committee emphasized the importance of managing the permitting process for lowering the lake in 2027.
The discussion also highlighted the issue of invasive milfoil found on the east side of the lake. Concerns were raised about its potential spread, especially near the boat launch area. Although the Department of Conservation and Recreation (DCR) was expected to study the infestation, there was uncertainty regarding their timeline. A suggestion was made to reach out to external contacts for more information and to consider consulting Solitude, a company experienced in lake management, for an assessment and eradication strategy. The committee recognized the importance of addressing the milfoil issue promptly to prevent larger problems and facilitate effective budgeting and planning.
Committee membership structure was another significant topic, with debates over the definition and composition of the committee. A proposal to refine the membership definition was reviewed. Concerns were raised about potential overrepresentation of lake association members, which could lead to an imbalance of interests. The need for clear guidelines on whether members with dual roles count towards the total membership limit was acknowledged. The committee agreed on the necessity to redraft the proposed membership definition to address these ambiguities and ensure diverse representation.
In addition to these primary concerns, the committee addressed maintenance issues regarding the boat ramp and beaver dam at the Lake View Culvert. The boat ramp was reportedly becoming narrower due to overgrowth, with a drop-off making it difficult for boaters. The Conservation Commission clarified that trimming vegetation did not require a permit, but repairs to the ramp itself would. Plans were made to assess the ramp further and involve volunteers in maintenance efforts. The beaver dam’s impact on the culvert raised concerns about potential flooding and structural integrity. The committee proposed a motion to advise the select board to arrange for the beaver dam’s removal and establish ongoing maintenance procedures, which received unanimous support.
