Mayer City Council Approves Disc Golf Tournament and Discusses Equipment Purchases

Further discussions revolved around the delegation of authority for disc golf course usage. The council debated whether such decisions should remain with the city council or be entrusted to the park board. One member proposed that due to the potential impact of closing the park for events, the park board should retain oversight. Ultimately, the council decided to delegate the authority to the park board, allowing them the discretion to further delegate to city staff if deemed appropriate. This motion was carried with a unanimous vote.
Attention then shifted to the procurement of new mowers for the public works department. The council evaluated the necessity of replacing two existing 72-inch Hustler mowers with one 104-inch Hustler mower and a new 72-inch Hustler mower. The larger 104-inch mower was deemed essential for maintaining larger open spaces, while the 72-inch mowers were necessary for maneuvering around tighter areas such as trees and playground equipment. The decision was made to acquire the 104-inch mower for $22,206 after trade-in, and replace the second 72-inch mower for $9,125, both motions passing unanimously.
The council also considered the replacement of a water tower mixer, which is nearing the end of its expected decade-long lifespan. A quote of $13,797 was obtained for a new mixer from KM Engineering, alongside an optional SCADA control box for $2,100. The SCADA system would facilitate real-time monitoring of the mixer, providing alerts in case of failures. Despite recognizing the potential benefits, the council opted to table this decision until more information could be gathered and evaluated.
Another topic of discussion was Ordinance 250, which proposed amendments to city code chapter 95 regarding the regulation of hot air balloons in city parks. The amendment aimed to streamline the permit approval process by delegating it to city staff and changing permit validity from one year to a lifetime, unless revoked. This change was intended to simplify the process for balloonists, who would only need to notify the city of their planned launches via email, with notifications forwarded to relevant public safety departments.
The meeting concluded with the adoption of the 2026 preliminary levy and budget. The proposed general fund levy was set at $420,445, with capital improvement levies at $560,000 and debt service at $339,434, culminating in a total levy of $1,319,879, reflecting no increase from the current year. Council members expressed their appreciation for the clarity of the budget presentation, noting that the information was conveyed clearly and without confusion. The motion to approve resolution 2025-17 was passed unanimously.
