Hoyt Lakes City Council Moves Forward With Mountain Bike Trail and Reviews Verizon Agreement
- Meeting Overview:
In a recent Hoyt Lakes City Council meeting, discussions centered around the development of a new mountain bike trail, a potential agreement with Verizon regarding a cell tower, and several community matters, including a donation for arena improvements and regulatory considerations for garage sales.
The meeting featured an update from Jim Ky, a local advocate for outdoor recreation, who outlined plans for a mountain bike trail in Hoyt Lakes. Ky reported a productive meeting with a city manager and representatives from Elite, a company described as strong community partners. Anticipating an opening by spring, Ky detailed a trail length of about eight miles, emphasizing its potential to attract tourists and boost local businesses. He mentioned the economic success seen in other northern Minnesota towns due to mountain biking and suggested the trail could spur local business growth, including rental services and coffee shops.
Ky’s presentation included information on a grant program for trail development. Confident in securing $45,000, he noted the grant requires no matching funds, and he prepared the necessary submission materials on behalf of the city. He described potential trail enhancements, such as jumps and curves, to make it competitive with others in the region. Liability concerns were addressed, with Ky citing his experience managing similar projects, reassuring the council of the trail’s feasibility.
Shifting to infrastructure issues, the council reviewed a preliminary agreement with Verizon to add communications equipment to an existing tower. Although concerns about the financial terms were raised, the council considered allowing Verizon’s equipment addition without further compensation. The agreement’s terms include a 2% annual increase to the original cell tower agreement. The council confirmed Verizon would provide its insurance, classifying the discussion as preliminary and planning further review before formal action.
Community matters also took center stage with the approval of Resolution 202527, acknowledging a $4,180 donation from the Blue Line Club for arena improvements. The council viewed this as a positive financial relief, approving the donation unanimously. In other community-related matters, a bingo application for the Lakes Water Carnival was approved, described as a standard process following previous submissions by the organization.
The council also deliberated on a resident’s concern about frequent garage sales in the neighborhood. The potential for an ordinance to regulate garage sale frequency was discussed, considering the need for flexibility, especially during citywide sales or personal circumstances like moving. Enforcement challenges were acknowledged, particularly regarding parking violations related to garage sales. A public forum was suggested to gather community input, allowing residents to share experiences and inform any future ordinance decision.
Finally, the council addressed an amendment to the ambulance service funding agreement. The amendment involved removing language mandating a $35,000 annual transfer from the ambulance fund to the general fund, thereby simplifying the accounting process without altering financial dynamics. The amendment was approved without dissent.
