Resolution 2025-84 outlined a 2.86% increase in the general fund expense budget, with adjustments made during a previous workshop. The budget changes included removing funding for specific projects while reintegrating funds for summer recreation. One area of concern was the long-term sustainability of these budget increases in relation to property tax valuations, with council members noting the uncertainty of maintaining these increases if property values stabilize. Despite these concerns, the council passed the preliminary tax levy resolution, which would support the outlined budget.

The city engineer reported that most curb and gutter installations were finished, with paving scheduled for the following week, weather permitting.
