Springfield Planning Board Approves Subdivision and Addresses Parking Concerns

Lot 48 had several issues, such as parking spaces encroaching into the right-of-way and ADA non-compliance. Setback requirements were not met on both Mountain Avenue and Henshaw. Lot coverage was also a concern, with existing coverage far exceeding the permitted percentage. Adjustments to the lot lines were proposed to address some of these issues, increasing the residential lot area, though still short of the required zoning size.
Concerns were raised about the future use of the residential property and the potential for it to revert to commercial purposes. The board reassured the public that zoning laws would prevent such changes, emphasizing that the current application was only for lot line adjustments.
Parking was a significant topic of discussion, with the board acknowledging the potential loss of parking spaces and the existing challenges of maneuverability within the lot. Safety issues were highlighted, particularly during peak hours when demand from nearby businesses, such as a bagel store, was high. Suggestions for improving parking included restriping the lot, allocating spaces for compact cars, and maintaining existing parking numbers despite circulation challenges.
Public concerns were voiced by residents, including Ripken and Franchesco, who raised issues about privacy due to tree removal and the impact of potential construction activities. There were also calls for the board to investigate tree removals that may have occurred without proper permits. The board agreed to look into these concerns and consider additional landscaping improvements.
The board approved the subdivision application with specified conditions, including maintaining the current parking arrangements and ensuring ADA compliance. Future changes in tenant arrangements were stipulated to require site plan review.
