Martin County Council Approves Golf Course Project Amidst Environmental and Community Concerns
- Meeting Overview:
At the recent Martin County Council meeting, the council approved the phase one final site plan for a large-scale golf course development known as the Ranch Planned Unit Development (PUD). The project, which encompasses two golf courses and numerous amenities over 1,842 acres, sparked discussion about its environmental impact and community benefits. The council also addressed public concerns over development impacts, transparency issues related to the consent agenda, and various community projects.
The meeting’s focus centered on the Ranch PUD. The development will include two 18-hole golf courses, a clubhouse, and seven cottages, among other facilities. Tyson Waters, representing the applicant, emphasized that over 83% of the project’s area is designated for preservation and agricultural use, aligning with the county’s comprehensive plan. The council reviewed the project’s compliance with applicable regulations, leading to a resolution to approve the site plan.
Environmental concerns were a part of the discussion. The project aims to restore degraded wetlands and improve water quality on the site, with measures to reduce nutrient loading into the nearby C44 canal. Jason Weber, the project engineer, explained that the development would increase water quality treatment volume and reduce stormwater discharge rates. This approach was praised by council members and community representatives, who lauded the project’s potential to enhance local ecosystems.
The community’s response to the Ranch PUD was mixed, with public comments reflecting both support and apprehension. Supporters like David Hafner and Brandon Tucker highlighted the project’s environmental benefits and its potential to revitalize agricultural lands. In contrast, some residents expressed concerns about overdevelopment and its impact on local infrastructure and resources. These concerns were particularly pronounced regarding the project’s location outside the urban service boundary and the implications for fire safety and rescue services.
The council also tackled issues related to the consent agenda, with calls for greater transparency. Tom Pine, a local resident, criticized the consent agenda as a tool to obscure financial dealings, urging the council to provide more detailed explanations of expenditures. Commissioner Eileen Vargas acknowledged these concerns, expressing her understanding and requesting clarification from county staff on specific agenda items.
In addition to the Ranch PUD, the council addressed concerns from residents affected by local development projects. Derek Powell raised issues about the Pepperwood development, which he claimed compromised his property’s privacy and drainage. The council discussed the need for developers to be considerate of neighboring properties and committed to addressing these concerns promptly.
The meeting also included discussions on various grant applications and community projects. The council approved applications for funding to support derelict vessel removal, enhancements to fire rescue training resources, and other county initiatives. These efforts were praised for their collaborative approach, involving multiple county departments and community stakeholders.
Another highlight was the recognition of Palm City Place and Patio as a finalist for the 2025 Great Places in Florida award. The council encouraged public participation in the voting process to support this local achievement.
