Leesburg City Commission Debates New Youth Program Amid Funding and Liability Concerns

The commission approved the master plan update but deferred a decision on the educational program due to lack of support.
The meeting also addressed the Downtown Leesburg Business Association’s (DLBA) funding request. The DLBA sought a one-time $15,100 allocation from CRA funds to revitalize its efforts in marketing and membership. The association’s focus on downtown Leesburg aims to distinguish its activities from those of the chamber of commerce, concentrating on enhancing the visibility and appeal of the area. Discussions highlighted past successes, such as effective billboard advertising, and explored future possibilities, including digital billboards.
A commissioner expressed support for the DLBA’s proposal, noting that the city had sufficient funds available to back the initiative without compromising other budgetary needs. The commission unanimously approved the one-time funding request, recognizing the importance of revitalizing downtown activities and ensuring sustained community engagement.
In addition to funding allocations, zoning issues were a topic of interest. The commission considered a property rezoning request from R2 medium density residential to C3 highway commercial. The change aimed to resolve spot zoning concerns and align the property with surrounding commercial and industrial zones. The commission acknowledged the need for commercial development while balancing residential interests, as evidenced by concerns about nearby homes potentially being affected by industrial activities.
The meeting also introduced ordinances related to municipal service taxing units (MSTU) for ambulance services, facade sign grants, and water impact fees, all scheduled for future readings.
