Roseland Council Tackles Police Department Restructuring Amid Safety Concerns
- Meeting Overview:
The Roseland Borough Council meeting on September 16, 2025, was marked by discussions over police department restructuring and community safety initiatives. Key topics included the elimination of a detective captain position, updates on pedestrian safety measures, and the introduction of several ordinances concerning community infrastructure and operations.
The restructuring of the Detective Bureau within the Roseland Police Department emerged as a focal point of the meeting. The council discussed the removal of the detective captain position, raising questions about the current staffing and the bureau’s future composition. Concerns were voiced about the absence of a second detective, a role filled by a former Newark detective, with details classified as confidential. Discussions revealed that the newly appointed detective was informed of their role, with the appointment set to commence on September 29. The council expressed a desire for transparency in these personnel changes, given that they had approved the structural alterations.
Janet Truman brought the issue of speeding in Roseland to the council’s attention, prompted by a serious accident involving a speeding bus in June. Truman advocated for the “Mark Miller initiative” to combat speeding, criticizing the underutilization of LAR speed detection guns by the police. She highlighted the department’s leadership and staffing deficiencies, noting the lack of both a captain and a chief, which she argued contributed to ineffective enforcement. In response, the council acknowledged these concerns and committed to reviewing the training and deployment of speed detection equipment, recognizing the need for improved accountability and enforcement strategies.
Public safety was further addressed with updates on the borough’s emergency operations plan and pedestrian safety measures. John Matias from the Office of Emergency Management announced the completion and approval of the emergency plan for another two years. He also shared progress on pedestrian electronic crossing signs, with permits approved and installation pending. Two signs are set for Harrison Avenue and four for Freeman Street to enhance pedestrian safety.
The meeting also focused on the introduction and adoption of various ordinances. Ordinance 33-2025, aimed at repealing a previous ordinance concerning salaries for non-union employees, was introduced with a public hearing scheduled for October 21, 2025. Additionally, a bond ordinance for road improvements, appropriating $620,000 and authorizing $589,000 in bonds, was introduced and supported unanimously.
Ordinances addressing public facilities and community services were also discussed. Ordinance 35-2025 proposed adjustments to fees for tier 1 nonprofit athletic groups, while Ordinance 36-2025 changed the reorganization meeting month for the municipal youth guidance subcommittee from January to July. Both ordinances passed without opposition.
A public hearing on Ordinance 32-2025, which proposed amending the police department’s composition, sparked debate. A resident questioned the decision to limit the department to 17 officers, expressing concern about future hiring flexibility. The council clarified that the budget must reflect current staffing levels, with adjustments necessary for any increase in personnel, emphasizing the balance between operational needs and fiscal responsibility.
Community engagement was highlighted with the addition of three new members to the municipal youth guidance subcommittee, as well as updates on community events. The mayor outlined upcoming activities, including the Rosland Cup soccer competition and the mayor’s ball, aimed at supporting local nonprofits. Council members reported on recreational programs and community initiatives, with updates on street paving and water main projects from the Department of Public Works and Engineering.
