Newark City Council Addresses Absentee Landlords and Approves Tax Abatements amid Development Plans
- Meeting Overview:
The Newark City Council meeting on September 30th tackled concerns regarding absentee landlords contributing to public safety hazards and approved significant tax abatements aimed at encouraging urban development. The council also discussed various redevelopment plans and the challenges facing local industries, including the taxi sector.
A primary concern raised during the meeting centered on property management issues, specifically the impact of absentee landlords on neighborhood cleanliness and safety. With particular emphasis on the West Ward, a council member voiced frustrations over landlords neglecting properties, resulting in trash accumulation. This issue was highlighted as especially problematic on 18th Avenue in Sanford, where pedestrians, including students, were forced to navigate streets due to blocked sidewalks. Complaints from residents had reportedly gone unresolved for weeks, prompting a call for immediate cleanup and more effective enforcement measures. The council member criticized the current 10-day ticket system as inadequate, noting that fines were not a deterrent for landlords who could afford them, leading to persistent issues and hazards.
In response, a director acknowledged the issue’s severity and promised an investigation to address the delays in cleaning up these areas.
Simultaneously, the council moved forward with several tax abatement ordinances to spur development across the city. Notably, a 30-year tax abatement was approved for 1007-109 Broad Development Urban Renewal LLC, facilitating the construction of a six-story building with 48 market-rate residential rental units. Another ordinance granted a 15-year tax abatement to a mixed-use development by SAT Urban Renewal Entity LLC, involving a five-story building that would include residential units. Additionally, New Community Homes Development LP received approval for a 30-year tax abatement for a project to build a four-story structure containing 120 affordable housing units with specific income restrictions.
These abatements reflect the council’s strategic focus on urban renewal and addressing housing needs, particularly for low-income residents. The council recognized the importance of continuous maintenance and oversight to ensure these developments align with community standards and safety regulations.
An ordinance was introduced to incorporate penalty provisions for violations at Newark Liberty International Airport. Council members stressed the need for significant penalties to deter violations and safeguard the taxi business from external pressures.
Environmental concerns also took center stage, with a call for collective action to address the pollution of the Passaic River. A council member advocated for drafting a resolution to rally support from local, state, and congressional representatives, emphasizing the extensive legal costs incurred without substantial progress. The pollution issue was framed as a multi-municipality challenge with widespread implications.
In the realm of workforce development, the council considered requests for proposals (RFPs) from the workforce board to comply with the Workforce Innovation and Opportunity Act (WIOA). This step is important for the competitive procurement of career and youth services, aimed at enhancing employment opportunities and skills development for Newark residents.
During the public comment portion, George Tilman Jr. addressed ongoing community issues, particularly the lack of action regarding social services and drug problems. Tilman criticized the council’s focus on development at the expense of addressing residents’ needs, urging greater responsiveness and community involvement in decision-making processes.
