Shutesbury Library Board Approves Bird-Safe Window Film Amid Construction and Policy Deliberations
- Meeting Overview:
The Shutesbury Library Board has unanimously approved the installation of bird-safe window film to prevent bird strikes at the library’s new facility. This decision comes amid ongoing discussions about construction progress, policy guidelines for library space usage, and the planning of a soft opening.
The board’s decision to proceed with American Window Film, costing $18,561, was highlighted as a necessary step to protect local wildlife. The library’s location near a wetland meadow makes it vulnerable to bird collisions, and the film, approved by Pella Windows, will not void any window warranties. The urgency of the installation was emphasized due to potential negative public perception if bird fatalities occurred prior to the film’s application. The approved bid from American Window Film was deemed more comprehensive than a competing offer of $37,500, as it included installation, lift, and scaffolding costs. A board member noted that the film’s grid pattern of white dots could reduce bird strikes by up to 94%, which has been successfully implemented at other facilities.
In tandem with the window film decision, the board discussed various ongoing construction concerns. While power is now available at the site, internal light fixtures are pending installation, delaying the completion timeline expected by October 18th. Members expressed skepticism about meeting this deadline, particularly for the site work, which had not yet begun. Additionally, there was dissatisfaction with the new library sign’s aesthetics, described as resembling brown plywood.
The meeting also addressed library policy adjustments and community engagement. The board engaged in a discussion on library space usage policies, focusing on the possibility of allowing private events such as birthday parties and weddings. Concerns were raised about resource allocation and access restrictions due to large private events. While some libraries prohibit certain private events, the board acknowledged Shutesbury’s limited public spaces might necessitate flexibility. Suggestions for a tiered fee system to accommodate different user types were proposed, and the requirement for a cleanup deposit was considered to ensure users maintain the space’s condition.
A significant portion of the meeting was devoted to teen events and the associated requirements for adult supervision. Opinions differed, with some advocating for mandatory adult presence due to potential messiness, while others argued that teen clubs might operate under distinct guidelines without adult supervision. The necessity for a formal use agreement to clarify expectations and responsibilities for users was underscored.
The board also tackled operational logistics, including parking arrangements for library events in collaboration with the highway department. Overflow parking during the department’s off-hours was identified as a potential solution, though no formal agreement has been finalized. Safety concerns for event attendees, particularly road crossings, led to suggestions of encouraging carpooling.
Further discussions explored the library’s technology needs. The broadband committee’s grant for hybrid meeting equipment and internet services was recognized as a positive development, supporting the library’s operational framework. Additionally, the board reviewed a draft Google document concerning library policies.
As the meeting concluded, the board planned for a lasagna dinner fundraiser organized by the Friends of the Library.
