Long Hill School Board Discusses Transition to Multi-Tiered System of Supports

The Long Hill School Board recently held a meeting to discuss the implementation of the Multi-Tiered System of Supports (MTSS), a new framework aimed at providing comprehensive academic, behavioral, social, and emotional assistance to students. The transition from the Basic Skills Instruction (BSI) program to MTSS is designed to ensure that students receive tailored support and interventions based on data-driven assessments.
During the meeting, the framework of the MTSS was explained in detail. MTSS is structured into three tiers of support. Tier one involves core instruction for all students within the classroom, utilizing data from assessments like Dibbles, I Ready, and New Jersey Student Learning Assessment to guide instruction. Tier two offers additional support through classroom interventions such as small group or one-on-one instruction. Tier three provides more intensive support, akin to the former BSI program, through targeted interventions either within the classroom or via pull-out sessions with interventionists.
The transition to MTSS aims to address concerns about the former BSI program, where students often remained in the program for extended periods without progress. The new approach emphasizes early intervention and prevention, with the goal of closing learning gaps more effectively. By implementing data-driven decisions and involving teachers, interventionists, and administrative staff, the MTSS framework seeks to provide equitable and consistent support across all grade levels.
The meeting also highlighted the importance of parental involvement and communication. Parents will be notified if their child requires tier three support and will have the option to waive the intervention, though this is not recommended. The board stressed that the goal of interventionists is not to bring students to grade level independently but to support classroom instruction by addressing specific gaps in knowledge and skills.
To facilitate this transition, the district has conducted training sessions for staff and established data teams to continually assess and adjust support based on students’ needs. The MTSS approach is designed to be flexible, adapting to the needs of students as they move between tiers over four different cycles throughout the school year.
